Received a call from Jim Kronfeld, Staff Counsel, House Government Operations Subcommittee on Foreign Operations and Government Information, advising me that the House committee had picked up the erroneous entry of subsection (c)(4) listed ,,long those sections in our exemption in (j)(1) in S. 341as it passed the Senate. This will be dropped when the House passes the bill later this afternoon. I later received a call from Steve Daniels, House Government Operations Committee staff, and he also alerted me to the change, I expressed our sincere appreciation to Kronfeld and Daniels for their efforts and the efforts of the other members of their staffs in behalf of the Agency's interests. I had earlier in the day alerted Frank Reeder, OMB, to the erroneous entry. He requested that we start preparing our views on the enrolled bill so they will be ready upon its receipt. Since it is hoped the President will sign this bill this Friday, if time does not permit the exchange of correspondence OMB will seek oral views and written comments will be submitted later. 2. Called David Batt in the office of 25X1A Representative Joe D. Waggonner, Jr. (D. , La. ), and asked if we could be furnished those portions of letter to Mr. Waggonner which relate to her concerns as to the inadequacy of the Agency's settlement of her claim for damaged household goods prior to her retirement. I made 25X1A clear that this was necessary for the Agency's review of her case. Batt said that though the letter was somewhat personal as he mentioned to me last 25X1A week, he saw no objection to providing us a copy. The letter was picked up later in the day by and will be furnished to Claims Review Board. 25X1 25X1 3. I told Oliver that the original of the letter was going to the White House but we wanted OMB to know of this development. It was agreed that Oliver would pick up a copy of the letter for OMB. Later, Oliver called me to inquire as to the importance of the President issuing this statement on the intelligence activities provision at the time of signing. I told him we felt it was extremely important in view of the lack of explicit security procedures to overcome House Rule XI, Clause 27(c). 5? 1 1 Guy McConnell, Professional Staff Member, Senate Appropriations Committee, called to ask if there e re any references to the existing oversight committees in law or rules of the Congress. I told him not to my knowledge except by the very names of the subcommittees themselves, a long line of precedents, and the assertion of jurisdiction on legislation and appropriations. 6. Rob Roy Ratliff, NSC staff, called at 5:15 p.m. to confirm receipt of the Director's letter to the L,esident on the intelligence activities provision of the Foreign Assistance Act. 7. (Confidential - JGO) Received a call from Mrs. Ely, Executive Secretary to Representative Hamilton Fish, Jr. (R. , N. Y. ), who requested that the briefing on the Soviet Union for Representative Fish be put over until tomorrow, Thursday, 19 December, at 3:30 p. m. OCI, has in his remarks about the content of the briefing provided and the support given him and his staff by the Agency.
