21. I I Called Frank Reeder, OMB, who
25X1A handles the privacy bill, and asked that he clarify a call GC,
received from the FBI to the effect that our Agency exemption had been over-
idden by the amendments to the Freedom of Information Act. He said this

was incorrect and our exemption was still intact. I told him I would check
this out also with Steve Daniels, House Government Operations Committee
staff man for Representative John N. Erlenborn (R. , Ill. ). Reeder requested
that I also stress with.Daniels our strong objections to the rule-making pro-
visions. I explained that we had strongly objected but we had to accept
limited rule-making in the House bill to preserve our exemption. I later called
Steve Daniels and he confirmed that our exemption is intact. (See Memorandum
for the Record. )
Late in the evening I received a call at home from Daniels, who
said the senior members of the House and Senate Government Operations
Committees had completed their meeting and there will be a privacy bill which
will be voted on next week. Daniels said they are going primarily with the House
bill `(H. R. 16373) and a two-year study commission to examine the problem and
report back to the Congress. The commission was a major concession to
Senator Sam J. Ervin, Jr. (D. , N. C,). Daniels said there are still details to
be worked out, but our exemption will not be affected.
