1. Received a call from Frank Slatinshek,
Chief Counsel, House Armed Services Committee, by way of followup to a
conversation I had with him on Saturday. That conversation dealt with
information we had received that Defense had sent the Committee a letter
indicating that there was

received late in the day on Saturday indicated that the letter sent to the
Committee on 15 June was in error and DOD planned to be in touch with the
Committee staff to notify them of this today.
Slatinshek said he would like to have a copy of the material we were
preparing for Mr. Colby's use in appearing before the Senate Armed Services
Committee with DOD witnesses on this subject on Wednesday. He also asked
that we -provide him with a paper stating the consequences if the Congress
including the
Slatinshek wants

this material not later than close of business Tuesday.
2. I I Received a call from Jim Calloway, Senate
Appropriations Committee staff, who said the Chairman would need a paper
setting forth the background and our position on the so-called Holtzman
amendment to the Omnibus Crime Control and Safe Streets Act. Calloway said
he expected the bill would come up on the floor this afternoon and although
the CIA limitation had been stricken from the bill as it was reported out of
Committee they were expecting a Holtzman-type amendment to be offered by
Senator Kennedy on the floor. I told Calloway we would get something to him
but made it clear that we would prefer not to have a Senate floor fight over
the issue. I said in point of fact we were somewhat concerned that a much
more restrictive amendment might be passed. Calloway said he understood
but wanted the Chairman to be prepared on the subject. The background
paper was sent to Calloway this afternoon.
