Tufaro The White House SUBJECT : Draft Progress Report We have only a few comments with respect to the proposed progress report. a. Reference to the Archivist in the last line of paragraph 2 on page 1 could be retained only if by the time the report is signed the Archivist has been made a member. b. We believe the next to the last sentence on page 4 is inac- curate. We know of no consideration by the Committee concerning classification review as a part of program cost evaluation. Further, the sentence as written seems to suggest ICRC has made such a rec- ommendation. In any event, the meaning is not clear. c. We note in connection with sentence 2 on page 5 that the principle of individual accountability existed under E. O. 10501. See section 3 of that Order. The sentence might read: It will be noted that one of the features under Executive Order 11652 is to emphasize the principle of individual accountability. " d. Paragraph 2 on page 5 and the last sentence on page 5 refer to the Committee's ability to hold an individual responsible for classi- fication abuse. You will recall our views that the Committee's authority does not extend to individual employees, whose discipline is a matter of departmental responsibility. Further, inclusion of such concepts in the progress report would be at variance with the Committee's action of the March meeting of deleting the names of individuals from departmental reports on classification abuse. e. With reference to item (1) in paragraph 2 of page 6, I am not aware that the Committee has required the publication of sections of departmental regulations which deal with "persons with authority to classify". We have seen no surveys which indicate a trend such as is stated in the last paragraph on page 10. We would delete the para- graph. g. The date in the first paragraph on page 12 apparently should be 1 July. h. We assume the report will be updated by substituting current statistics. LAWRENCE R.
