MEMORANDUM FOR: Mr.
SUBJECT: ICRC Papers
I have done some scribbling on your proposed letters as a
result of my conversation with Bill. I am not sure that these
scribbles will be very useful to you.
As I mentioned, Bill wants our tone and attitude to be more
positive, to recognize the good side of the ICRC' s mission, to
note some of the difficulties but to convey the impression that it
is our intent to comply with the objectives to the extent we are
able. Specifically, I have the impre s sion that he doe sn' t want
us to overcomment to the point that our tone becomes shrill and
ultradefensive.
