Approved For Lase 2002/06/05 : CIA-RDP77-00389F0100090012-4 INTERAGENCY CLASSIFICATION REVIEW COMMITTEE WASHINGTON, D.C. 20408 September 11, 1973 MEMORANDUM FOR: HEADS OF DEPARTMENTS AND AGENCIES CHAIRMEN, DEPARTMENTAL COMMITTEES SUBJECT: INTERAGENCY CLASSIFICATION REVIEW COMMITTEE INFORMATION MEMORANDUM (#2) As you know, the Interagency Classification Review Committee, which monitors the government--wide classification system, has instituted a series of information memoranda to inform the heads of departments and agencies and chairmen of Departmental Committees of actions taken by the Committee which may have an impact on departments and agencies other than those represented on the Committee. This memorandum is the second in that series. It had came to the Committee's attention that some agencies were inadvertently in violation of Section Vi(G)(4) of the National Security Council Directive of May 17, 19x12, which prohibits reproduction of Top Secret documents unless the originating office consents to such reproduction. Although the Committee recognized the validity of the restraint on reproduction, it also recognized that this provision could hinder the government's declassification program. In order to meet the requirements of the NSA' Directive, Section VI(G)(4), the Committee members agreed to sign oii behalf of their respective agencies a Memorandum of Agreement authorizing agencies possessing classified documents originated by their respective agencies to reproduce these documents, under conditions set out in the Agreement, for purposes of declassification review. A copy of the Memorandum of Agreement is enclosed for your information. The Committee anticipates that other departments and agencies may elect to become signatories to this Agreement. o A0 _60 V AMES B.
