CLASSIFICATION REVIEW COMMITTEE

NATIONAL SECURITY INFORMATION
AND MATERIAL FOR HISTORICAL
RESEARCH PURPOSES
At the July 6th meeting of the Interagency Classification Review
Committee Dr. Rhoads was asked to explore development of a
standard form application by historical researchers for access to
classified information. At our August 3rd meeting Dr. Rhoads cir-
culated a series of documents (1) setting forth procedures in various
departments for granting historical researchers access to classified
documents based upon unofficial fact-finding by the Archivist, and
-(2) containing recommendations to make the procedures uniform.
Written comments on these documents were submitted by the Committee
members prior to our September 6th meeting. The subject was dis-
cussed more fully at that meeting.
Attached is a revised version of the standard application form for
historical research that the National Archives and Records Service
was asked to design for our Committee. It has been prepared on the
.basis of. the written comments previously referred to. We would
appreciate your reviewing this revised form and submitting comments
prior to January 26.
