SUBJECT: Comments on your 9 July 1973 memo to
DD/AA&S on Video
1. Good paper and irmaginative job of looking ahead to potential impacts
of vim.
2. However, I do not think the management problems regarding video
are as extensive as the paper suggests.
Project officers are going to seek to uao video wherever
it appears advantageous. They don't need a statement
on paper by management of Agency objectives regarding
video before they can act. Our basic objective on video
is no different from that on any- other tool and is very
simple: use It if it helps.
3. Two key things management can do, however, right now:

 b. Suggest you reconvene your video group, boll down
views on Issue to arrive at specific, practical, and useful
actions which management can take now.
c. Suggest further there are. two such management actions:

(1) Ingle major user of video (CRS
or OTRI to serve as video advisor and
coordinator for the gency... to assist users in selection
of video equipment and to steer users with similar needs
to compatible equipment.
(2) Designate the same component selected as video
coordinator above to establish and operate a video
laboratory to meet their own lab needs and those of
other CIA components,
(Hopefully, a single such lab will meet the Agency's
need. However, if deemed necessary because of
distance between components, designate additional
Agency component(s) to establish and operate such
labs to meet video lab needs In its particular area. )

PS: The establishment of video lab per the above will to a significant
degree obviate the need for many components to acquire their own
video equipment. Instead, such components could use the equip-
ment In the video lab... or use portable equipment supplied by
the lab. In either case, the compatibility problem Is greatly
lessened.
