This letter is in response to fjr. Jay 1. Leanse's
invitation to the Director, dated 4 November 1974, to
participate in the 1975-76 President's Executive Inter-
change Program.
We have considered several well-qualified candidates
for selection but, unfortunately, budgetary and manpower
restraints preclude our nominating anyone at this time.
He appreciate being considered for the program and,
while we cannot participate this year, you can be assured
of our continuing support of your endeavors. It. is hoped
that the Agency can be represented in future programs.
