MEMORANDUM FOR: Director of Central Intelligence
Sir:
In connection with your appearance at the Office of
Security staff meeting at 2:00 p.m. on Thursday, 30
January, I would suggest for your consideration the fol-
lowing themes:
a. An awareness of the most intensive work
being done by Office of Security personnel since
22 December 1974.
b. An awareness that in the days of Watergate,
they also were intensively employed.
c. An awareness that the professionalism of
the cadre of Security officers is concerned over
the degradation of historic Security principles
that appear to be happening.
d. While admittedly a delicate point, an aware-
ness that there is some apprehension within the
Security ranks as to whether potential legal difficulti,s
lie ahead because of some officers having participated
i
activities in response to directives from supervisors.
hn F. Blake
Deputy Director
for
Administration
P. S. I would also suggest the following:
a. The statement of principle by you of the
necessity of the Agency and the Office of Security
to maintain its own investigative apparatus in order
to pursue our mission.
