SUBJECT Contract Sup?rgrades
Fred:
1. 1 have reviewed your listing of "Contract
Supergrades" and have concluded, as we both know,
we now have a problem.
2. I cannot recommend to the Director that he
request OMB for an additional ten slots an the super-
grade coiling. I believe our case is wrong and
further.,. he would reject it out of hand. In lieu of
that, I suggest you write a note to the appropriate
Deputy Director, to include for O-DCI,
and point out the problem we will be fated with when
go into the single integrated personnel figure concept.
Inquire of them concerning retirement plans, whether or
not they have plans to rotate the individuals into other-
wise established supergrade positions and, lastly, how
they propose to meet their problem.
