Subject: Scientific and Technical Intelligence (Section 6)

1. Pursuant to reference (a) and in response to your memorandum
request of 27 August, the SIGINT Committee has reviewed Section 6 of
the "Assessment of Scientific and Technical Intelligence" (Attachment C
of reference (b)) and recommends, as a substitute therefor, the text set
forth in Tab A of this memorandum. The Committee considers the substance
of this revised text to be responsive in the FLINT area to the overall
recommendation of the President's Board regarding scientific and technical
intelligence (Reccalmendation No. 15 of the 1 October 1961 Report of the
President's Board).
2. In approving this new~text for Section 6, the SIGINT Committee
noted that the actions relevant to this matter, proposed for USIB
approval in subparagraphs 2.f. and g. of the draft memorandum:.for the
White House and Killian Board (attachment B. USIB-D-31+.1+/3), would no
longer be appropriate. In lieu thereof, the Cc ittee recommends on
the basis of the attached text and its consideration of this matter that
USIB be asked to review community progress on various aspects of the
ELINT problem in about six months.
3. The Committee also noted in its study of the subject that the
efforts of USIB member agencies to resolve the existing ELINT problem
areas, as described in the re-drafted Section 6, will continue to be
carried out rithin the frame of present financial and budgetary planning
and programming.
