I was particularly pleased to see the recognition that the Defense Intelligence Agency was looking into the scientific and technical intelli- gence resources of the various research commands in the Department of Defense. In order not to be accused of over- looking some items, you might wish to make some note in Section 2. "Exploitation of Open Literature" of the efforts both of other government agencies, such as the National Science Foundation, and private concerns, such as the American Physical Society, in the translation of Soviet literature. This might be particularly helpful to the National Science Foundation in getting appropriate funds included in their budget particularly in view of their previous difficulties with Congress on this score. With regard to Section 8 on "The Problem of Analysis," I note that Atomic Energy intelligence has been specifically separated in NSC]]) No. 3 from scientific and technical or military intelligence in that its production is assigned to all members of USIB. I would recommend that some mention be made in this Section and in Section 3, regarding the need for the coordination of intelligence production and collection in the field of Atomic Energy particularly with regard to the "intelligence components" of the various research organizations in the Department of Defense. 25X1 25X1 SECRE 1.
