SUBJECT: Meeting with Tom Smeeton, House International Relations
Committee Minority Staff, to discuss informally a
proposal for a joint committee on intelligence
1. Together with Mr. Cary met with Tom Smeeton, House
International Relations Committee Minority Staff, and discussed a
proposed bill to establish a select committee on intelligence prepared
by him for Representative William Broomfield (R., Mich.). Smeeton
asked that we review the proposal and submit our comments informally
at the earliest opportunity.
2. We explained the basic position of the Agency and emphasized
that the joint committee should not merely be an additional oversight
committee which we would have to answer to.
