12. I I Called Pat Holt, Staff Director, Senate
Foreign Relations Committee, and asked if he had been able to do anything
about arranging a session between the Director and Senator Sparkman regarding
the Foreign Assistance Act requirements. Holt said the Senator was very
busy and that this is a matter he has on a checklist to go over with the
Senator tomorrow. Holt asked that we wait another 24 hours. I made it clear
to Holt that the Director would like to meet with Sparkman privately before
going before the Committee. Holt said he understood this. In response to m~-1y
question he said the Committee had finished with Ambassador Helms and
would not be calling him back.
13. Called Ralph Preston, house Appropriations
Committee staff, and we tentatively set 20 and 21 February for a briefing by
the Director on a world wrapup. The briefings will be from 10:00 to 12:00 and
2:00 to 4:00 on each of those days. Preston will let us know if there is any
change.
14.. I I Called Jim McKenna, in the office of
Senator John Pastore, who said the Senator did receive the Director?s letter.
I explained that the Senator and the Director had discussed this matter yesterday
after the Senate Armed Services Committee briefing. I said the Director was
very concerned over the question of the sensitivity of the information which
the Select Committee would be involved in, and hoped something would be put
in the Resolution to give guidance or whatever to the Committee. I explained
the problems we had with the Watergate Committee staffers. McKenna said
he understood and said he felt the Senator would cooperate any way he could.
Fnr(-,ian Affairs n and asked how arrangements are going. for the
Director to brief the Committee on the requirements of the Foreign Assistance
Act. Czarnecki said they are not organized yet, that theyhope to move in the
Democratic Caucus next week sometime. He said he would let me know how
it comes out. I asked Czarnecki about receiving the NID and told him
is ready to come up whenever Czarnecki is available. He said 25X1A

16, and I briefed Congressman
25X1A Edward Derwinski in response to his request. discussed
Yugoslavia in some detail and I made a few brief comments on Algeria and
Egypt. The Congressman is departing 29 January with a delegation which
will visit all three countries. We gave Derwi.nski. a book containing biographic
material, maps, and extracts from the Basic Intelligence Factbook. The
Congressman asked for one additionaL Yugoslavia biography which we will
provide. Derwinskd expressed his thanks and suggested pertinent Agency
