Davidson, Counsel, Senate Government Operations Subcommittee on
Intergovernmental Relations, who said he had for us a copy of Senator
John O. Pastore's (D., R. I.) resolution to establish a Senate select
committee to investigate intelligence operations, which passed the
caucus yesterday. I thanked him and said we would send someone to
pick it up. later in the day did so. STATINTL

Saffir, Press Assistant to Senator James L. Buckley (R., N. Y. ), who
said he had for us a copy of the New York state law to protect newsmen
from revealing their sources. later picked up the copy and

21. (Unclassified - PLC) Received a call from Hilda Schreiber,
OMB, concerning our amendment to CIARDS to limit cost-of-living
increases of annuities. I told her I had coordinated our language with
Tom Tinsley, Civil Service Commission and that it will be.identical
to his, except for cites to our Act. I also told her that we had noted in
our covering letter that any changes in the Civil Service language should.
be applied to ours. She confirmed that if any changes were made she
would be sure to let us know. I assured her we would get our letter
on the 1:00 p.m. run to OMB today. STATINTL

23. (Internal Use Only - PLC) Called Bob Hull, State Department,
regarding the request by OMB for language to amend the retirement act to
limit cost-of-living increases of annuities. He said they also had
received the directive from OMB on the five percent cost-of-living
provision to Foreign Service annuities and are complying. He noted that
their cost-of-living provision differs from the Civil Service provision
and his proposal will differ from ours. We agreed that our overall
proposal to cover all systems would be best.
