12. I I In a series of conversations with
Captain Neill and Bob Monahan, both of the Pentagon, regarding the
request by tha n Pelations C nrnrr,;tt_ .r. for the classification
of the 1960 testimony on the U-2 and the Summit Conference It was
apparent that a great deal more coordination and information. was
required by all concerned (State, CIA. and DOD) and Monahan volunteered
to take on the lead responsibility for this one, including clarifying with
Pat Holt, Senate Foreign Relations Committee staff, the m .slead_ing
statements in the latter's letter to all agencies involved.
13. Spoke with Bill Hogan, I-louse Armed
Services Committee staff, and he agreed to discuss with Frank Slatinshek,
Chief Counsel of the Committee, the Committee's responsibility for
the 1947 executive session hearings on the CIA Act. If the response is
favorable, then we will refer Tim Hardy, of, the Presidential. Commission
staff, to House Armed Services for a copy.
Later, I advised Hardy of this possibility and that we hope to hear
on it sometime next week.
14. Pat Hanson, temporarily in the office
of Senator Strom Thurmond (R. , S. Car. ), called to arrange a briefing
for approximately 25 colle e interns. The briefing was scheduled for
19 June and OTR, will handle.
15. I Called Ed Braswell, Senate Armed Services
Committee staff, and alerted him to the upcoming article on the Iranian.
SIGINT program, explaining the thrust of the allegations and reviewing
with him the real facts.
16. Called Charles Snodgrass, House Appropriations
Committee staff, and alerted him to the upcoming article on the Iranian

17. Bob McBrian, Treasury Department,
called to obtain suggestions on how to handle requests for sensitive
operational information by committees of Congress. I reviewed with him
some of the options available and the guidelines we follow.

Charles Percy (R. , Ill.) scheduled for 2:00 p.m. on Monday. 2 June,
could be changed to 10:30 a. m. After checking with I STAT
called Meissner and told him that 10:30 would be fine.
18. (Internal Use Only - PLC) I received a call from Jim Kronf.eld,
Counsel, House Government Operations Subcommittee on Government
Information and Individual Rights, concerning the Agency's exemption in.
the Privacy Act of 1974. He has been requested by Chairwoman Bella S..
Abzug (D. , N. Y. ) to prepare a memorandum setting forth an exemption fol-
intelligence sources and methods as a substitute for an exemption for all
CIA documents and material. Kronfeld will follow the general. thrust of
the language previously provided to him, Kronfeld agreed that if our
regulations implementing the Privacy Act set forth our present procedures
for the handling of requests under the Freedom of Information Act, the
Agency would stand a good chance of satisfying the concerns now in the
Government Operations Committee to strike the present exemption. I
will check back with Kronfeld when we have our first draft of our implementing
regulations.
