i Declassified in Part - Sanitized Copy Approved for Release 2012/04/26: CIA-RDP77M00144R000300030011-7 JOURNAL OFFICE OF LEGISLATIVE COUNSEL Wednesday - 28 May 1975 1. I I Received a call from George Gilbert, OMB, giving us clearance to forward to the House Committee on Armed Services our report on H. R. 1531, the Holtzman bill to prohibit the use of appropriated funds by the Rockefeller Commission. 2. In the absence of 25X1 25X1 Bill Kelder, on the staff of. Representative Don Young (R. , Alas. ), who inquired as to v"iether or not a constituent could receive the FBIS Daily Reports. After checking with FBIS Liaison, I called Mr. Kclder back and told him yes, it was possible but that the constituent would have to pay for it and sent Kelder a brochure outlining costs and content. No further action is necessary at this time. 3. In follow up of Senator Charles Percy's Ill.) call to te Director on Saturday, called Chuck Meissner, staff, and tentatively scheduled a briefing 25X1 for the Senator, Meissner and Scott Cohen, of the Senator's Staff. LbAi for 2 June at 2:00 p. m. will do the brie zng. 25X1 Later, advised of a conflict with another meeting and 25X1 a call was placed to Meissner to see if.we could come up with another time. Called J. Bryan Atwood, in the office 25X1 of Senator Thomas F. Eagleton (D. , Mo. ), and arranged for a briefing for the Senator on Thailand, the Philippines and Korea and -her possible "hot spots" in Asia on 29 May at 10:30 a. m. OCI, has been 25X1 alerted. It was agreed that the briefing would be for ac :ground only and would not be attributed to the Agency. Senator Eagleton is preparing himself for his participation in the "dialogue" xt week in the Senate on foreign policy issues. Spoke to Brady Williamson, in the office 25X1 of for Dick ar Iowa about the scheduled briefing of the Senator on out i Africa. i iamson said this would be basic education for the Senator who has been given the chairmanship of the Africa Subcommittee of the ~~nate Foreign Relations Committee. Hearings before the Subcommittee are planned in late Tine to cover the countries of South Africa, Rhodesia, Mozambique and Angola. Paul Walsh, ADDI, has been alerted and he will identify the briefers. 6. Talked to Ms. Cooper, of the Subcommittee on Government Information and Privacy, House Government Operations Committee, who wanted a listing of the membership of the CIA oversight/ investigating committees, which was provided. 7. In response to his call the other day, called Admiral Mathews, in the office of Representative Bill Chappell (D.. Fla. ]. but he said no further action was needed from the Agency as had been cleared and soon would be assigned to an office in the Department of the Navy to encourage Navy personnel to sponsor Vietnamese refugees. 8. Jack Sankster, in the office of Andrew Maguire (D. , N. J. ), called in connection with the 22 May invitation to the Director to appear at a conference on Spain to be held in the House Caucus Room on June 10, 1975. In response to my query, Sankster said much of the preliminary work had been handled by volunteers, and indeed as has been found out to be the case in other invitations, perhaps`no, prior telephone invitation had been made as referred to in the letter. Sankstcr actually works for the Fund for New Priorities in America and is only in Mr. Maguire's office to support this conference. Other conferences he has worked on include one supported by Senator Hughes on Chile and one by Senator Abourezk on Indochina. When I said the title of the conference concentrated on foreign policy, which is out of the scope of the Director's and the Agency's charter, Sankster minimized that possibility and said it was just an informal discussion among a wide range of disciplines and that- members of Congress are attending and they hope that representatives of State, Defense, academia, labor and others would be there. He also said that Senator Fulbright and Colonel Edward King would be there. From his other statements, the conference appears to be whether any U. S. interests are being served by U. S. agreements with Spain. There will be no fixed agenda or prepared statements, but the attendees at the conference, which runs all day, will speak and listen as the spirit moves then. Clark McFadden, General Counsel., Senate LJ" Armed Services Committee, called to report that Pat Holt, Chief of Staff, , had called Ed Braswell, Chief Counsel and Staff Director, Senate Armed Services Committee, concerning the possible termination of the MID and that as a result the matter had been discussed with Chairman John C. Stennis (D. , Miss. ), Senate Armed Services Committee. He feels this will be a tremendous loss to the Committee but would not want- to do anything to. make things more difficult for the Agency. I thanked McFadden for letting us know and informed him that the NID would be continued through the recess, the matter was being reconsidered and we would notify him before the fact if it is terminated.
