I called Pat Holt, Staff Director, Senate Foreign Relations Committee, today about his letter to the Director of 20 March. 1975 regarding a request. the Committee has received for access to the testimony of CIA Director Allen Dulles on 31 May 1960. This testimony concerns the shooting down of the U-2 aircraft piloted by Gary Powers and the impact this incident had on the proposed summit conference between the Z.J. S. and the Soviet Union. 2. In.response to my query, Mr. Holt said the request to the Committee came from a graduate student whose name Holt could not recall offhand but who he believed was from Georgia. Mr. Holt said this student has asked the Committee for access to all Committee documents concerning the U-2 incident and although. the Committee normally declassifies its executive session testimony after twelve years, in this case they wanted to have the approval of the Agency before going through this procedure. Mr. Holt said he has made other requests to the Defense Department and the State Department. I said I assumed from this conversation that Mr. Holt felt it should be treated as an FOI request and Halt said it should. 3.
