Dear Mr. Chairman:
Thank you for your letter of January 3rd. We are indeed familiar
with Section 32 of the Foreign Assistance Act of 1974 and look forward
to briefing you in response to its requirements.
I have submitted to the President a proposed finding covering
our current activities which were previously approved by him, as a
basis for compliance with the Act and briefing your and the other com-
mittees required. As soon as I have obtained the President's approval,
I will be pleased to discuss with you the procedures by which your
committee can be informed and at the same time we can protect the
secrecy of this sensitive information. I hope to be in touch with you in
the near future.
