SUBJECT : Meeting with Richard Gilmore,
Staff Assistant, Subcommittee
on Multi-National Corporations
of the Senate Committee on
Foreign Relations
with Mr. Gilmore to discuss the findings of his recent visit
to the USSR. Also present were Jerome Levinson, Counsel to
STATINTL
the Subcommittee, and Thomas White of the Office of Legislative
Counsel.
2. Mr.. Gilmore outlined his meetings with:
Yu. V. Shilkin, Deputy Minister of Procurements;
Ye. M. Kuz'kin, Deputy Chief of Main Administration
for Import of Raw Materials;
I. F. Mikhailov, Vice President of Eksportkh'leb; and
B. A. Runov, Deputy Minister of Agriculture.:
His comments added substantially to the previously cabled
reports of his meetings.
3. Mr. Gilmore is writing a report on his trip for the
subcommittee. He requested assistance from OER in reconciling
the generally optimistic reports on 1975 Soviet agricultural
performance and grain import requirements he was given in
Moscow with our (CIA's) more pessimistic views. Mr. Gilmore
and Mr. Levinson also questioned us on the international
grain trade, the role of Eastern Europe in the grain trade,
and the operation of the grain futures market.
