16. (Unclassified - THW) INTELLIGENCE BRIEFING Rick
Gilmore, Senat Fnrnion ~tiQnsC mmitt staff, came to Headquarters
J 25X1A for a briefing CI on grain companies. The briefing lasted from 3:30
25X1A to 5:30 p.m. In attendance were:
25X1A and one other person. The briefing was held in
office, 4F18. The briefing went well. Gilmore asked no sensitive questions.

17. (Unclassified - RC) LIAISON In response to a call from
Charles Snodgrass, on the staff of the House Appropriations Subcommittee
on Defense, I advised him that there was not a prepared statement or
transcript readily available of the Director's press conference this
afternoon at 2:00 p. m. When a transcript becomes available, I will,
get a copy to Snodgrass as soon as possible. He was very na.uch concerned
that the issue involved was not a confrontation between the Agency and
Congress and hoped that it was simply a problem between the Agency and
the House Select Committee. I said that was correct. The Agency has had
a long history of good relations on this score with the Congress. He said
he was having a similar problem with the House Select Committee with
documents. that they have asked for and wanted to know how we dealt with
these kinds of problems.
18. (Unclassified - RC) LEGISLATION Attended the Legislative
Interdepartmental Group (LTG) meeting in the Roosevelt Room at the
White House on the 200-Mile Fishing Legislation. Action required was a
telephone call to Les Janka, NSC, on 17 September. 1975 as to what the Agency
could contribute to the opposing of this legislation. (See Memo for t:he Record)
19. (Internal Use Only - PLC) LIAISON Met with Jim Davidson,
Counsel, Senate Government Operations Subcommittee on Intergovernmental
Relations, in response to his earlier request to stop by and chat concerning
matters before his Subcommittee affecting the Agency. Davidson informed me
that they will begin hearings on 3 October on S. 2170, the Congressional Right
to Information bill, and on the broad subject of the right of the Congress to have
the right to executive information which is necessary for it to carry out its
business. He had heard cf our problems with. the House Select Committee
on Intelligence and thought that he might welcome the opportunity to have his
position aired. He said that the Subcommittee has been very- much concerned
by the lack of proper leadership in the House 's handling of the Agency's investi-
gation. He said there was a strong feeling at this point not to recommend the
establishment of a joint committee on intelligence but rather to establish
committees in each House since the Senate would not want to become.. involved in
the problems which have risen in the House. I told him I would check concerning
the Director's appearance and let him know.
