(Internal Use Only - KKH) Clara Buchanan, on the staff of the r,E, Pnra; .., mrnit's>_ called requesting a copy of the People's Rep China atlas for Senator Claiborne Pell (D., R.I.. ). After checking 25X1A with I sent one to her by courier. 2. (Internal Use Only - RJK) Met with Representative Larry Winn, Jr (R., Kans.), Ranking Minority Member of the House International Relations Subcommittee on International, Political and Military Affairs; Don Holstine, of the Subcommittee staff and Tom Smeeton, Minority staff, at their request, to discuss the possible Agency or intelligence role in the. Mayaguez incident. Representative Winn said that testimony which the Subcommittee had received so far was fairly conclusive that the Mayaguez had no intelligence mission; whatsoever. He said there are some questions with respect to radio frequencies used and the nature of the equipment on board the ship. I indicated that l was not sure the Agency could respond to these two areas. It appears that what the Congressman is interested in receiving from the Agency is. a statement that the Mayaguez was not performing any intelligence mission. The staff members advised me that GAO is also investigating the inci- dent and has indicated that the Agency might be able to "clarify" things if the National Security Counsel will permit it.. I told Representative Win's that I would relay his questions to my superiors and I suggested that our response be made to Tom Smeeton. 3. (Internal Use Only - RJK) Met with Charles Snodgrass, Defense Subcommittee staff, House Appropriations Committee, and discussed with. him. the procedure for retaining the stenographic notes of the Director's testimony before the Subcommittee on 29 July. Snodgrass indicated that Mr. Preston, of the staff, was in agreement with our proposal to seal the notes in an envelope which has a covering note stating that the contents should not be opened-or transcribed without the express approval of the Defense Subcommittee and the Legislative Counsel. He initialed the envelope, I did the same and returned the- enveloped to Headquarters for safe-keeping. . 4. (Confidential - RJK) Met with George Ashworth, Senate_ 9reig.n; RelatTr.nG r,~?-?--staff, who requested tha.t the Agency clarify, if possible, a statement made by a top Soviet official to the Senate delegation which visited. the Soviet Union recently. CONFIDENTIA 12. (Confidential - GLC) Accompanied Carl Duckett, DDS&T, to a briefing of Senator Stuart Symington's (D., Mo.) Subcommittee on Arms Control, International Organizations and Security Agreements, Senate Foreign Relations Committee. (See Memo for the Record). 53. (Unclassified - GLC) Tim Ingram, on the staff of Representative Bella S. Abzug's (D., N. Y.) Subcommittee on Government Information and Individual Rights, House Government Operations Committee, called to say that during his testimony today, Mr. Cole, of the U. S. Attorney's office, had been adamant about the statements made by of OGC, regarding the case. Ingram feels that there are significant discrepancies between statements and the testimony of other witnesses (he commented that even Peterson, who works for Kevin Maroney, disputed some of h1aroney's testimony) and these discrepancies can only be resolved by having -appear before 'the Subcommittee on Thursday at 9:00 a. m. I told Ingram I would talk with our General Counsel people and we would be back in touch with him tomorrow. 14. (Unclassified - GLC) Jim Hyde, of OMB, called on a personal matter to say he would like to have the. name and telephone number of our outplacement officer who might provide a list of prospects for a position which Hyde has in mind for a veteran's organization. I told him I would talk to our personnel people and be back in touch with him. 15. (Confidential - GLC) Jay Sourwine, on the staff of the Senate Internal Security Subcommittee, called concerning information made available to the Subcommittee by a representative of the government of Puerto Rico which he feels might be of interest to the Agency. Sourwine recalled-that several years ago the Committee published the testimony of and said if we were interested in having this Puerto Rican's story printed in a foreign language (especially Spanish) they would be happy to entertain our sugges- tions to this effect.
