MEMORANDUM FOR: The Director of Central Intelligence
SUBJECT: Declassification of the Dulles Testimony
on the U-2
their executive session testimony after 12 years.
2. The screening of the transcripts through the Freedom of
Information mechanism (including DDS&T, DDI, DDO and the Office
of Security) resulted in a finding that they can be released unedited
and without sanitization. On that score, I feel I should call to your
attention the following:
1. Attached is the executive session testimony of 31 May 1960
of Mr. Dulles on the Summit Conference of May 1960 and the Gary
Powers U-2 flight. The Senate Foreign Relations Committee has
requested our review for declassification, explaining that access
had been requested by a graduate student and normally they declassify
3. There are also references to countries providing landing
rights as well as Department of State responsibilities. Pat Holt, Chief
of Staff of the Committee, assured me the testimony would also be
referred to Defense and State and that should satisfy our responsibilitie
4. Of greater concern, however, is Senator Fulbright's
questioning of President Eisenhower's judgment in taking responsibility
for the Powers' flight. For this reason, I think the testimony should
be referred to the White House as a lightning rod against any possible
political misunderstandings. If you agree, I recommend it be done with
either Buchen, Hills or Marsh.
