13. - PLC) LIAISON At the request of
Mr. Warner, , pace a call to Thomas Susman, Chief Counsel,
Senate Judiciary Subcommittee on Administrative Practice and Procedure,
to inform him that Mitch Rogovin had talked to Senator Frank Church (D. , Idaho),
Chairman,Senate Select Committee, advising him that Susmn's Subcommittee
had requested all of the Agency's material concerning the ~ase and that
Senator Church had requested that the Agency do nothing until he talked to
Senator Edward M. Kennedy (D. , Mass. ), Chairman, Senate Judiciary
Subcommittee on Administrative Practice and Procedure. In the interim,
Mr. Warner called me to advise that Susman had called him and that final
arrangements had been made for the package of material to be kept at the
Agency's Watch Office for delivery this evening to Susman. should Senator Church
have talked to Senator Kennedy and cleared the material for delivery to the
Subcommittee. Susman subsequently returned my call and confirmed the
arrangements with Warner. No call was received to deliver the material.
C CC I placed a call to Charles Gladson, General Counsel,
A. I. D. , to press him for a decision as to whether A. I. D. can declassify
the material requested by Senator Richard S. Schweiker R. Pa. ), including
Operation Brotherhood and not involving the Agency. said he was 25X1
being pressed heavily from the office of Robert J. McCloskey, State, to give
Schweiker an answer. Gladson was not in the office and I explained the
situation to his secretary and asked that Gladson call me as soon as possible.
The call was not returned.

1. RC) INTELLIGENCE BRIEFING Accompanied
OSI, to brief Representative Margaret Heckler (R., Mass..)
on Portugal. Her primary interest was the political situation in Portugal,
particularly the plight of the anti-communist forces and what the factual
situation was in terms of what the U. S. Government could. do to assist
the good guys. There was a brief discussion of the Azores. She said
she was a firm supporter of the Agency but there were a few things that
we have done that she thought were kind of dumb.
2. RC) LIAISON Took a call from J. G. Sourwine,
Chief Counsel, Senate Judiciary Subcommittee on Internal Security, who
said he had been unable to purchase the Pearl Recorder and wondered if
we could steer him in the right direction. I said I would check and get
back to him.
3. RC) LIAISON Wheaton B. Byers, Executive
Secretary, President's Foreign Intelligence Advisory Board (PFIAB),
called and asked for the status of the Hoover report request. I said I
would look into it and call him back in the morning.
4.1 IT!-IW) LIAISON Received a call from Ricki
Starrels, personal secretary to Representative Bill Archer (R. , Tex. )
setting up the 23rd of September from 9:00 y 10:00 a, m. in the Rep res entative's
office for the debriefing on his trip to the Soviet Union.

LA Division, I contacted Representative Bill Archer (R., Texas)
regarding his recent trip to the Soviet Union with Speaker of the house,
Carl Albert's group. Mr. Archer, who is I had, indicated
to 0 that the Agency might be interested in his observations during the

p. Mr. Archer seemed pleased with the call and agreed to report
his observations to CIA experts on Soviet affairs. His appointment:
secretary will call within the next day or so to set up a specific time.
OCI, has been advised and will provide the debriefers.
on the staff of Senate Judi c; r~LSubcommittee on Administrative :practice
and Procedure, on two occasions and advised him, that we prefer not to
turn over theocuments to him because the0 family has filed
a claim under t he Federal Tort Claims Act and the President has refer red
the case to the Attorney General for consideration, thus the case is in
litigation. Secondly; there are some documents which fall in the area
of privacy involving doctor/patient relationship. I told hire that his lawyer
can call our lawyer, John Warner, if there are any problems with this. On
the other three questions concerning Massachusetts, Lexington, and.
Dr. Abramson, it would take time to get the facts together, at least
the balance of a day, because it involves history. In terms of the questions
he asked last week on on-going and recent programs, we will be prepared
to brief him anytime. I noted that since the Senate had given the Church
Committee full mandate to look into all Agency activities, I asked why his
Committee wanted to do the same thing. He said his, Committee had a long
legislative history on health matters and had every right to look into these
matters. I said I understood that his Committee had this interest: but wondered
why they wanted to go back into the 1950's. He said his interest is in current
programs but he wanted to hear about the old ones to see whether he wanted
to go into history. I suggested he hear about: the current ones now instead
of going back into history.

22, I I- RJK) BRIEFING Received a call from
Rick Gilmore, on the staff of the Multinational Subcommittee of Senate
Foreign Relations. Gilmore referred to his earlier request for information
on the nature of Agency contacts with major U. S. grain export companies.
He insisted that he had a right to get this kind of information from the Agency
STATINTL and that he expected to receive it without any further delay. As
had suggested, I told Gilmore he should talk with Chuck. Mei.ssner, of the.
staff, because Meissner had been briefed by Agency personnel in this general
area and could share his information with Gilmore. Gilmore said he didn't:
want a secondhand briefing and would not accept this arrangement. I told him
I would get back to him after checking with my superiors.

the United States. I told him I had yet received no information and as far as
we know, they are still in Canada.

Office of General Counsel, A. I. D. , and informed him that he should be
receiving today his package to Senator Daniel K. Inouye (D. , Hawaii), sent to
us for coordination.

on the staff of the Senate Judiciary Subcommittee on Administrative
Practice and Procedure, call and updated him on my findings concerning
the Agency's drug related and behavior testing programs. This subject
is still open and we have some follow-up work to do. (See Memo for
the Record this date. )
6.1 RC) CONSTITUENT Returned Paul Gouldings
of Senator Claiborne Pe'. ' s (D., R. I.) office, call who advised that a

8. I I - PLC) FOIA Called Representative Abner J.
Mikva's (D. , Ill.) Chicago office, and spoke to Terry Wedoff, in response
to their call of yesterday to William Nelson's office inquiring as to when
Mr. Nelson's response to Representative Mikva's letter concerning an
FOI request had been sent. I told her that the letter was forwarded to
Mr. Mikva's Washington office on 15 August. She said she will check
and if they cannot locate a copy, she will call us back and we will send
one to her.
