As you know, Chairman Pike maintains that the classification system is strictly that of the Executive Branch and. they do not classify their correspondence. The Senate Select Committee does classify correspondence but from time- to-time slips. Consequently,ait would appear to me that the best solution to the problem? --one that could avoid Freedom of Information requests--would be for the recipients of the mail. to classify the documents if such classification is warranted. I suspect this is a .of the rule of supportable position--one growing out :l necessity rather than any specific authority within the Executive Order. If you thinthis makes sense, maybe an appropriate directive should be put out.
