I2. I LIAISON Called Dorothy Fosdick,
Permanent Subcommittee on Investigations, Senate, Government: Operations
Committee, and relayed the Director's interest that certain material on
page 27 of the 11 February 1975 transcript before the Arms Control
Subcommittee of Senate Armed Services dealing with the high cost to the
U. S. Government to obtain information on Soviet weapons not be deleted.
She agreed and said she would pass this on to Richard Perle, of the Subcoin--
mitte staff.
13. LIAISON Alex Beaux, 1--louse Select
Committee s :t e and asked if I would do him a favor and p:rovicCe l m
wit a list of all the dates, subject matter, and names of coxnmitt:ees or
subcommittees which Mr. Colby has appeared before since becoming
Director. Ile also would like the.same type of listing while Mr. Colby
was with CORDS. He said he knew CORDS was not CIA but that Mr. Colby
was "technically" CIA while with CORDS. I told him I would have to check
on this and get back to him. After. Mr. Gary talked with 25X1
Review Staff, about this, I called Beam and told him he would have to
state his request in a letter to Ream said lie knew
was the correct channel for this Committee, but thought we could do this
for him as a favor. Ile asked if I found out whether such a list existed.
I said I did not check on such a list and that he would have to write to
to get whatever information he required. He said he didn't think he would

Rob Roy Ra . il! and Bud McFarlane, NSC staff, located the copy of the 1.1
February 1975 transcript before the Arms Control Subcommittee of
Senate Armed Services which was to have been delivered to our Watch Office
last night. Eventually it was brought over to its by Chuck Peterson.

9. LIAISON Talked with Guy McConnell,
Senate Appropriations Defense Subcommittee staff, about the cuts that have
been made in the intelligence budget by the House Appropriations Committee
and told him of our intention to write letters to both Chairman George
Mahon (D., Texas) and Chairman John McClellan (D., Ark.) expressing our
concern about these cuts and asking Senator McClellan. for an opportunity
to appear before the Senate Intelligence Operations Subcommittee to go
into these subject areas in some depth. McConnell thought this made
sense and further said that he thought straightening out the Reserve fund
would be no great problem.
10. HEARINGS Paul Hoff, Senate Committee on
Government Operations staff, called to inquire whether we had seen the notice
in the Congressional Record of the proposed Committee hearings on
congressional oversight of the intelligence community. The hearings are
scheduled for the week of 2 December. I replied that we had: seen the
notice and had brought it to the Director's attention. Hoff said it was
too early to send a formal request to the Director to testify, but that one
would be forthcoming when their schedule became clearer. I told Hoff
that of course I could not speak for the Director, but that congressional
oversight of the Agency was unquestionably one of the major questions we
were facing and that my personal opinion was the Director would want to
testify. Hoff said he would be back in touch as their plans began to shape
up.
I raised with Hoff the status of the lobbying legislation which the
Committee has been considering for approximately six months. He said
that the Committee was taking a narrow approach on the subject and that
a new Committee bill would be introduced soon and hearings held shortly
thereafter.
11. LEGISLATION Bill I-logan, Counsel,
House Armed Services Committee, called regarding an opinion he was
writing on the disclosures by the House Select C annrnitric..e-z the l.i.ght: of
the Rules of the House of Representatives and the resolution establishing
the Select Committee. Although initially not so disposed, after a lengthy
discussion Mr. Hogan agreed with my views which had been communicated
to Frank Slatinshek, Chief Counsel., some time ago in a written form.
