MEMORANDUM FOR THE RECORD
SUBJECT: Conversation with Mark Kleiman, Legislative Assistant to
Representative Les Aspin (D., Wis.), 4 August 1975
1. Mark Kleiman, Legislative Assistant to Represenative Les
Aspin (D., Wis.), called and said that because of the activity of the
House Select Committee on Intelligence, of which Mr. Aspin is a member,
the Congressman w.:;uld be unable to receive the briefing from Carl
Duckett, DDS&T, this week and since Mr. Aspin will be leaving town
next week, Kleiman said it would have to be put over until Aspin returns
in September. I told him we would put a tickler on this and be back
in touch.
2. Kleiman then asked me a number of questions pertaining to
the Director's authority "to classify information higher than Top Secret."
Kleiman was obviously referring to compartmented information and I
went over this area with him at some length, pointing out that this was
not a security classification, but was rather a matter of access to
specialized information. I used the U-2 program as an example for
the need for compartmentation, both on the fact that such an aircraft was
being built plus further compartmentation on the details of the aircraft
on the one hand, and another compartmented system on the photographic
equipment involved on the other. Kleiman seemed to have a better
understanding after our conversation but asked if I would provide him
with something on the legal basis for the Director establishing a
compartmented system. I told him I would be glad to be back in touch with
him on this.
3. Kleiman also raised again the question that he has mentioned on
several occasions in the past about the possibility of the Agency's printing
foreign currency. (This came up in connection with the recent allegations
that the Agency had printed counterfeit U. S. money for use in illicit drug
activities in Southeast Asia.) I told Kleiman I would also look into this
and be back in touch with him. The Director and have been
briefed on the fact of these conversations in view ol the posse ility that
these questions could also be raised_by Mr. Aspin in the House Select
Committee forum.
