I also told Czarnecki that I was not certain that the Director would
be available for a meeting with the Committee this Wednesday as Czarnecki

of any substantive information on any of his activities, 'a list:
of any U. S. Communist Party delegations that have gone to Communist
meetings outside the U. S., and anything on International Communist
Conferences. I uis checking this out.
Called Bill Hogan, I-louse Armed Services
Hogan asked about the staff memorandum that was
mentioned in today's papers concerning Mr. Colby and the Rockefeller
Commission. I said I didn't know the story on that but that the Commission
did say in their report that overall they thought it was best to have a non-
career man in the top job. I added they also thought that some part of the
budget should be made public. Hogan felt this was terrible. He said as a
matter of fact it probably is a blessing during these difficult days to have a
career man who can understand the situation better. I heartily agreed.
