5. I I Called Mr. Dudley, House Judiciary
Committee staff, and discussed the letter from the Committee
addressed to the Director, although the body of the text concerned the
FBI. He acknowledged that the letter was missent and another letter
would be forthcoming. This concerns a request for the Agency to
detail the procedures followed in the utilization and further dissemination
of information compiled by the former House Committee on Internal
Security.
6.1 Ialled Mike Krepon, in the office of
Representative Y`loyd V. Hicks (D. , Wash. ), to arrange for a follow up
briefing on chemical warfare. for the Representative which was lightly
covered at a previous briefing given by OSI, accompanied
by I explained our delay in responding was due to
I Iretirement and the unavailability of Krepon 25X1A
tentatively set the briefing for Monday, 24 March, at 9:00 a. m, in
the Representative's office. _

Administration of Justice of House Judiciary Co-1-11M.i.ttee, today on. mail
intercept activities. I told Marsh that Larry Silberman met yesterday with
Chairman Rodino (of the full Committee) and Kastenmei.er, that they were not:
persuaded to defer their hearings on the mail intercept program. in. deference
to the appointment of the T-Tou e Select Committee but they were more persuaded
by Silberman's statement that te subject of mail: intercepts was under considera.t.ic
by the Department of Justice. The conclusion was the Subcommittee would hold
its hearings with William Cotter, Post Office Department, as a witness today but
they would try to keep the questions within reasonable bounds.
I took this opportunity to advise Marsh we were having a group of some
20 freshmen Democrats out for breakfast with the Director this nzorni.ng.. I said
we had conducted a program of contacting freshmen members in each Congress
and that while this was an all Democratic group, the Director has spoken to sorn.e
Republicans since this Congress was convened and will be speaking with others.
Marsh commented he thought having these breakfasts was an excellent idea and
we should do more of it.

12. I I Called Larry Silberman, Justice Department:,
and told him we were getting down to the crunch on the hearing by the Subcom.,
mittee on Courts, Civil Liberties and the Administration of Justice, House
Judiciary Committee. Silberman said he was having a meeting at 4:00 today
with Chairman Rodino, of the full Committee, and Chairman. Kastenmeier, of
the Subcommittee. I said our problem is tHat Mr. Cotter, Security Officer
of the Post Office Department, has been told they fully intend to go into the
mail intercept business with him in open session. He feels be cannot refuse
to go into it. Silberman said he would be in touch after his meeting. I advised
John McMahon, A/DDA, of this call and told him we would have to wait to hear
from Silberman.
Later in the evening, Silberman called regarding his session with
Rodino and Kastenmeier. He said Kastenmeier was not terribly syrrm.pathetic
about deferring the mail intercept issue to the ~,T et t nrnmif~~-o, but when he,
told Kastenmeier that the matter was also under review by the Justice Department
and questioning Cotter might disrupt things, they agreed to do all. they could to
stay out of that area. It is their prime area of interest, however. Silberi-nail
said he call Lou Cox, General Counsel of the Post Office Department, and told
him to tell Cotter that if they did ask questions about this, Cotter should offer
to come back in closed session to answer. I passed this information on to
John McMahon.
13. Sally Horn, in the office of Representative
Jonathan Bingham, called and said she had talked with Bingham and he would
like someone to come up and brief him on SALT and the verification capabilities.
She asked if this could be set up for Wednesday at 4:00 p.m. I told her I would
check with Carl Duckett and get back in touch with her.
14. I I Marc Kliman, in the office of. Representative
Les Aspin, called and, referring to Secretary Schlesinger.'s chart on military
assistance and civil defense, wanted to know how the figures change if you
include military assistance. I checked withi OSR, and asked him
