Senator. Church's letter of 1.0 October to the DCI asks whether
the Central Intelligence Agency has developed and submitted to
Congress data on the utility of Agency programs.
As the letter notes, such material is gathered from the components
of the Agency in the course of the annual Program Call. It is used
principally for our own internal reviews of programs and planned
expenditures, for Agency submissions to the Office of Management and
Budget to which OMB Circular A-11 applies, and in the OMB hearings
on the Agency budget. It is not compiled into a formal document for
presentation to the Cori gressionaI. committees. It is, however, used
both for the DCI's verbal presentations to the Appropriations Committees
and in the preparation of answers to specific questions that arise in the
course of Congressional budget hearings, Since receiving Senator
C.1-lurch's letter, we have discussed specific examples from the recent
past with members of.the Committee staff.
