Subcommittee on Investigations, House International Relations
Committee staff, called to get approval to be in direct contact with

6. LIAISON Vince Morelli, on the staff
of Representative Jack Kemp (R., N.Y.), called for some assistance
in locating historical events which could be useful in a. program to
describe the past contributions of intelligence to the U. S. Based on the
recommendation of Historical Staff, I passed on to Morelli
several works which contained the types of examples he appears to.be
searching for. Mr. Kemp intends to use this material in statements
to be made on the House floor.
7. LIAISON Charles Lombard,. Minority
Counsel, Senate Aeronautical. and Space Sciences Committee, called,
and in connection with his earlier inquiry, I told him. that we did not
have any substantial foreign press remarks to the Senate Select
Committee's Report on Assassinations but offered to send him a few
items we did have. Lombard said this would not be necessary.
8. Frank Slatinshek, Chief Counsel,
House Armed Services Committee, called and reviewed a couple of
matters he had earlier discussed with Mr. Cary.
25X1 9. CONSTITUENT I spoke with
Jane Washburn, of Senator Vance Hartke's (D. , Ind.) office,
concerning a letter from a young constituent who wants to work
for the Agency some day. Ms. Washburn said that they had

with a copy to her for Senator Hartke. I said we would take care of it.

2. LEGISLATION Ann Stone,
OMB, called to clear a comment by HEW in their report on S. 2515.
HEW was objecting to the providing of classified information to the
President's Commission to be established under S, 2515 since it
would inhibit the open. discussion and examination of behavioral research
on humans. I informed her that we would have no objection to the inclusion
of this comment.
3. INTELLIGENCE BRIEFING Called Allen
Yuspeh, of Senator Bennett Johnston's. (D. , 'La.~) office, to reschedule "ciur,
Wednesday :briefing-,on the Middle East for the Senator from 5:00 p.m. to
3:30 p. m. He said that the S nator wanted to see the prepared statement:
of the Director's House International Relations -testimony before the briefing,
I said I doubted this would be possible.
4. LEGISLATION Called Roger Kirk,
State Department, regarding the proposed letter for the President to
Senator Frank Church (D., Idaho) on the role of the ambassador legislation
and subsequently talked to Gil Kulick. At about 2:55 p.m., Kulick advised
that State had agreed with Mr. Cary's draft with a. slight change and
intended to close the letter with State's proposed reply.. I told Kulick that
we did not feel that the last sentence in the last paragraph was necessary.
He said that that point had been carefully deliberated at higher levels,
I did point out, however, that the reference to the airgram. in the last
paragraph was bothersome because the text of that airgram.. incorrectly
expands the meaning of the legislation. was
advised.
