International Resources, Food. & Energy, I-louse International Relations Committee, prior to the briefing of the "Africa Group" on the situation in Angola. Subcommittee on Investigations, House International Relations Committee, called reviewing the background leading to the full Committee session later this afternoon on the Middle I assured him that the same material would be covered as ad. been covered in our earlier briefing of the Special Subcommittee on Investigations on 21 October. 3. EMPLOYMENT REQUESTS Received a call from Joan Erno, Secretary to Charles Kirhow, Senate Select Committee staff, inquirying as to the status of the application of Ms. Erno said that has been calling Senator John Tower (R., Texas), and she wanted to know if a "'courtesy interview" could be arranged in to meet-. with one of our 25X1A recruiters. I told her that I would check with our Office of Personnel and be hack in touch with her tomorrow. 4. LIAISON Received a call from Bob Bel.a.ir, a staffer on the Domestic Council, Committee on Privacy. He had gotten my name from the House Judiciary Subcommittee which has jurisdiction over bills on electronic surveillance. lie informed me that his office had been tasked . with developing an Administration position on electronic surveillance and its impact on privacy. He wanted me to discuss the Agency's position on electronic surveillance with him. I told him that it was my impression that somebody in the White House was all-ready focusing on the problem of electronic sur- veillance as it relates to intelligence and that I thought we might be short-- circuiting that channel. He said he had looked into this and was unable- to find out who, if anyone, is handling electronic surveillance issues for the White House. INTELLIGENCE BRIEFING Accompanied 25X1A Messrs. OER, to a session of the "Africa Group or a brie ling on Representatives present for part of the session were: Charles Diggs (D., Mich.), Silvio Conte (R.., Mass.), Andrew Young (D., Ga.); 25X1A Charles Rangel (D., N.Y.), John Erlenborn (R., Ill.) and Benjamin Gilman (R., N. Y.). Staff members present were: Jo Weber, Her. schelle Challenor, Leslie Yates, Jack Sullivan, Richard Mauzey, and Ed Fox.. 25X1A 25X1 25X1A 25X1A 25X1 1 X 25X1 clear that the staff at least intends to ask the question of Ed Mulcahy, Deputy Assistant Secretary of African Affairs, State Department. It was obvious that this two-hour session was very educational for the group and Committee staff personnel, and in the process, 25X1 struck a blow for rationalism by pointing out that the tone and results Following the session, I was reassured by Ms. Yates of their complete understanding that there was to be no leakage out of the session. Subsequent to the session, I advised Marian Czarnecki, Chief of Staff, House International Relations Committee, of the results and he agreed that if Mulcahy is pressed on covert action questions he should defer on it, citing the law, and the reporting to appropriate committees. INTELLIGENCE BRIEFING Page 2 of the IC Staff, and I met with Paul Hoff and several. other staffers from the Senate Committee on Government Operations regarding congressional oversight of CIA. The meeting was a follow-up to, a 20 October meeting with the same group. At the earlier meeting Hoff had asked about the authorization of funds for the intelligence community, and I asked Childs to meet with the group to answer their questions on this point. INTELLIGENCE BRIEFING Called Josephine e er, on the staff of the House International Relations Committee, and went over security arrangements for this afternoon's briefing at 4:30 p.m. of Representative Charles Diggs', Jr. (D. , Mich. group. 25X1 Also at the hearing, Ed Fox, on the staff of the Committee's Special Subcommittee on Future Foreign Policy Research and Development, stated that he had asked for a briefing on what he called the power triangle of the U. S. , USSR, and China. He said had touched base wit , OCI, who was agreeable to furnishing a briefer provided it would be done in executive session. The briefing was to be for the Subcommittee, chaired by Representative Lester L. Wolff (D. , N. Y. ). Fox stated Chairman Wolff had agreed to the executive session provision.
