LIAISON Spoke to Marian Czarnecki, ize - o: Staff, House International Relations Committee, to recommend that there be deleted, "in accordance with Committee guidelines, " the name of a country used in the transcript of the Director's testimony before the Subcommittee on Oversight concerning a Presidential finding. Later, Czarnecki advised that this deletion had the approval of Representative Wayne Hays (D., Ohio), whose statement in the transcript was involved. Chief Counsel, I-louse Armed Services Committee, to advise of the transmittal of certain transcripts and to report to.him on the installation of the incinerator at Headquarters building to dispose of microprocluct waste. 12. LIAISON Spoke with John Garrity, House Appropriations Committee staff, regarding our attempt to set up a security briefing for him on a compartmented clearance. I also told him there should be an up-date of his basic clearance which. was conducted over ten years ago, (Garrity has been in the same job since the initial clearance. ) 13. BRIEFING A series of numerous calls finalized wit an Romberg, in the office of Representative David Obey D. Wis. a briefina on the s 25X1A tomorrow morning at :_~) a. in. Representatives Edward Roush (D. , Ind. ), Joseph Early (D. , Mass. ), Edward Koch (D. , N. Y. ), and Clarence Long (D., Md.), all of the Foreign Operations Subcommittee of the House Appropriations Corrimittee, also plan to be there. I LIAISON Received a call from Dick White, Administrative Assistant to Representative Dale Milford (D. , Texas), who said that the best possible time for the Representative to meet with General Vernon A. Walters (DDCI) would beat breakfast on the morning of 6 November. Transportation will be arranged for the Representative to be picked up at the Southeast entrance to the Cannon Building, 1st and C Streets, S. E. , at 0730 hours. office has been advised. George, Cary and Staff, will also attend. Chief, Review 2. I LIAISON John T. Ticer, Senate Armed Services Committee, called and said that Ed Braswell, Chief Counsel and Staff Director, of the above Committee, would like us to make available for Don Lynch, staff member, of the above Committee, our World Wrapup Presentation for fiscal year 1976. He said they had tran- scripts for the 1974 and 1975 briefings but there was no transcript for 1976. Ticer thought we might have a memorandum or other background material that could be useful to Lynch. I told him I would check and be back in touch with him. 3. LIAISON Called Pat Holt, Chief of Staff, Senate Foreign Relations Committee, to tell him that in view of the announce- ment of the Director's dismissal, it was quite possible that Mr. Colby would not be available for the Committee briefing scheduled for this Thursday on Holt indicated that they did not necessarily need the Director under the circumstances and they would be willing to accept some other qualified witness. I told Holt I would check on this and get back in touch with hizn. Later in the day, after checking with the Director and Mr. Nelson, DDO, I advised Holt that the Director would not be available for the Thursday session, that General Walters, DDCI, would be out of the city and that the best substitute witness, Bill Nelson, is tied up in hearings with the House and Senate Select Committees for the balance of the week. I asked Holt for the Committee's indulgence in rescheduling our hearing at a later date at which time Mr. ll elson would be glad to appear. Holt said he thought he would have to go ahead with the session of Joseph Sisco, Department of.;State, this week and since Nelson would not be available next week, they would have to wait (Nelson and until after tic Thanksgiving recess for Nelson's briefing.
