1. LIAISON Called Allen Yuspeh, of Senator

as of Friday afternoon that the Director's briefing of the Senate Appropriations
Committee was being rescheduled.
2. ADMINISTRATIVE - DELIVERIES Dropped
off with Fred Iseman, of Senator Patrick Leahy's (D., Vt.) office, several.

3. LIAISON Called Dr. Richard Gr.ixx=jett, CPR
of the Library of Congress, and discussed with hi.m the classified materials
we were considering permitting him to review concerning So ie ntelligence
services. Later in the day I told Grimmett that it appeared we would permit
him to review the material in question under certain conditions and guidelines
which I set forth (See Memorandum for the Record). He said th.e conditions
were entirely satisfactory to him.
4. LIAISON I spoke with Mary Lou. Ianni,
in the office of Representative Charles A. Vanik (D., Ohio), regarding
the Representative's request for information on the Agency's use of
tax return information. I told her I had tried to contact: her Friday to
tell her that we had a response prepared and it was being coordinated
and hoped to have it out by close of business 8 December. She said
that she felt that this would be fine and would so advise the staff
members working on the matter.

13. LIAISON Senator Milton Young
(R. , N. Da.-.) called and asked if the New York Times article on
5 December concerning Locr; t ABM radars was accurate. I said
I had not seen the article on 5 December, but my recollection was
that the story was pretty accurate. Late in the morning, Carl Duckett,
DDS&T, and I met with the Senator and Duckett confirmed my earlier

they are still looking for the confirmation hearings to start on 15 Decezxm.ber.

Rick Gilmore and Jerry Levinson, on the staff of the Subcommittee
on Multinational Corporations, Senate Foreign Relations Committee,
25X1A to office, OIT:R, for a debriefing of Gilmore on hi.s
recent trip to ffs Although Gilmore raised some questions
about the accuracy of some information we had given him prior to
his trip, these questions were answered to Giln:wre's apparent
satisfaction and overall the briefing went well. Gilmore said he

6. LIAISON I called Mike Finley,
on the staff of the Subcommittee, on International Political and
Military Affairs, House International Relations Committee, and
told him that Agency officers handling Argentine matters had
advised that while there was still considerable violence and a
current upsurge therein there was no indication that terrorists
were targeting on American citizens and that a trip in mid-January
would prove uneventful as far as personal security goes. I did
caution him that no one could guarantee anything and that anyone
could get caught inadvertently in some problem, but barring that
type of accident it would probably be safe. I told him the embassy
in Buenos Aires had a special committee that kept the State Department
aware of current problems and that he should check with Bob Felder
at State, who could recommend safe hotels and give him a last minute
briefing on the situation. He thanked me for the information.
