I I LIAISON George Ingram, Staff Consultant, House International Relations Committee, called and, referring to the material we had provided him or `" viet oil:, said he found this material to be very useful. He said they would like to publish one of t:he documents, dated 7 October 1975, in their hearings on Soviet oil and grain. I said I would check on this and let him know. OCI:, is looking into this. 13. LIAISON Called Chuck Snodgrass, staff of House Appropriations Committee, and told him that as much as the Director would like to meet with the Defense Subcommittee himself on the subject of the additional funding of a covert action program, he would have to designate 25X1A William Nelson, DDO, to come in his place since he has a prior commitment to the Pacem in Terris conference. I said that 1 :1 DDO, Jack Tams, Comptroller, and I would accompany Mr. Nelson, however, I suggested that Jack Jams and I get together with Snodgrass and Ralph Preston, also of the Committee staff, this afternoon to go over the facts before tomorrow's briefing. Snodgrass agreed. Jams and I saw Snodgrass and Preston during their lunch break from. the House/Senate Congress on the Defense Appropriations Bill. Ian-is showed them a paper he had prepared on the various options that might be available to replenish the Reserve. They agreed that a supplemental appropriation and reprogramming from Agency funds were not practical. This left the third alternative which was a transfer of funds from DOD. Suprisingly, Preston and Snodgrass didn't rule this out, but said it would depend on the accounts that were involved, otherwise, they feel this is essentially a matter to be resolved betvveen DOD, OMB and the Agency. They did mention, however, the over-riding consideration that they expect the Director would receive considerable opposition from the Subcommittee on the principal covert action program which could require augmentation of the. Reserve. We agreed that we would pass this message back to the Director and woul:l hope for a session with the Defense Subcommittee at an ca!-1y date.
