1. ADMINISTRATIVE Russ, Rourke,
in the office or John ars , Counsellor to the President, called
concerning a letter to Robert Hartmann, Counsellor to the President
concerning some problem which involves
California Instead of trying to handle
this inquiry by remote contact, it was agreed that Mr. Rourke would
forward it to us for our review and comments.
2. ADMINISTRATIVE
OCI, called to alert us to the fact that he will have an item in the Annex
.ji
of the Intel(-nice Checklist tomorrow on -Soviet defense expenditures.
He suggests that we make a point of calling the staff chiefs of our CIA.
Subcommittees to direct their particular attention to this item. He also
suggested that.we contact Senator William Proxmire's (D. , Wis. ) staff
and arrange to brief them on our latest information on this subject.
I subsequently called Ron Tarnmen, on Senator Proxmire's staff,
and arranged for I OCI, to brief Tammen and Mr. Kaufmann,
also of Senator Proxmire's staff, at 1000 hours tomorrow morning.
Tammen said that Senator Proxmire undoubtedly would have wanted to
attend but is totally preoccupied with the current economic situation
involving the city of New York. It may develop that we may provide a.
separate briefing to Senator Proxmire at a later date.

25X1 11. LIAISON Received the page proofs
of the Director's testimony before the Subcommittee on Priorities and
Economy in Government, Joint Economic Committee, from Richard
Kauf:rnan, on the Corninittee staff, who requested that we complete our
25X1A review by the close of business. OER, assisted me in corn-
paring the changes we requested to the galley proofs and we concluded
that all our requested changes were made in the page proofs. We, therefore,
advised Kaufman that we had no objection to their publication of the information.
Arrangements were made later for the Agency to ride the jacket for. 350 copies.

12. I INTELLIGENCE BRIEt'ING I met with
Rick Gilmore, on the staff of the Subcommittee on Multinational Corporations,
Senate Foreign Relations Conimi'ttee, and delivered to him a copy of the
Research Aid on Soviet Gra 60 to 1973, which had been provided this
office by I. We also discussed the agenda for a
briefing of Gilmore and Senator Dick Clark (D. , Iowa) for their proposed
trip to the Soviet Union. (See Memorandum n for the Record. )
13. ADMINISTRATIVE -- DELIVERIES
I took a call from Charles Snodgrass, on the staff of the Subcommittee
on Defense, House Appropriations Committee, who rrrentioned that we
had promised him a verbatim transcript of Director Colby's press
conference immediately following the confrontation between the Executive
Branch and the House Select Committee on :Intelligence. I told hi.rn we
would get one to him immediately. A copy was provided to Jack Lams,
Comptroller, for delivery to Snodgrass the following day.
14. -IJE.ARINGS Dr. John Ilolmfeld, on the
staff of Chairman Ray Thornton's Subcommittee on Domestic and Inter-
national Scientific Planning and Analysis, Committee on Science and
Technology, called and stated that he had talked to Chairman Thornton
regarding our desire to have an Agency witness testify in executive session
at the hearing on 2,8 October. Chairman Thornton felt that even. though he
could understand our reasons for an executive session he still wanted to
hold an open hearing. One of the reasons is that his Subcomi'nittee does
not normally hold executive sessions and they will have to sanitize f':orn.

Dr. 11olrnfeld requested that we reassess the situation to sec what, ii
anything, we can do for thorn, in the nature of providing a'witness for an
open hearing.
