1. Accompanied C /O.ER /USSR,
to Representative Thomas Foley's (D. , Wash. ) office, 1201 T-ongworth House
Office Building, where he gave a briefing on the Soviet grain situation.
Present were Werner Brandt, Administrative Assi~t- to Representative
Foley (who is Chairman of the I-iouse Agriculture Committee) and staff
rneznbers of the House Agriculture Committee: Fowler C. West, Hyde H.
Murray, James N. Ashmore, Steven S. Allen, and Eugene Moos. Those
present were very appreciative and assured us they would keep our confidence.
The only follow-up item was one for Steve Allen and related to So livestock
figures. The figures were subsequently delivered to hir.n..

Senate Government Operations Permanent Subcommittee on Investigations,
on Soviet. grishortfall discussing implications for the Soviets and how
the Agency arrived at the shortfall figure. A question of significance was,
When did the Agency learn of the new figure ?" 0 said the greatest 25X1
shortfall was apparent 31 July but the new figure was not published official1125X1
until 4 August.

12. During the course of the afternoon, I
again had several conversations with Howard Feldman, Chief Counsel,
Permanent Subcommittee on Investigations, Senate Government Operations
.Committee. The conversation began with Feldman advising me that
Senator Henry M. Jackson (D., Wash.) was putting out a press release
today stating that there would be a significant shortfall in Soviet grain
production this year and on the basis of new information he (Jackson) had.
received there were indications that the shortfall might double that of 1972. 25X1
