12. During the course of the day, I talked
several times with Russ Rourke, Executive Assistant to John O. Marsh,
Counsellor to the President, expressing our interest and concern in
responding to outstanding requests from the ZIoiise and Senate Agriculture
Committees and the Senate Government Operations 'Permanent. Subcommittee
on Investigations for information on the Soviet rr.-ai.n crop. I told Rourke
it was my information that Agency representatives had briefed members of
a food conference on our latest estimates on Soviet grain production today
and that I feared this information would leak to the press before we could]
get to these Committees with whore. we had a definite commitment. since
they had agreed to cancel briefings previously scheduled with. them on the
subject.. Rourke's final. message was that Marsh. had talked. with General
Scowcroft about this who had assured Marsh he would coordinate the
congressional- aspects of this whole matter and be in touch with Mr. Colby
later in the day. (I advised the Director of these conversations who said
he would talk with General Scowcroft this eveni.n.g. )
