1. (Unclassified - JMD) Barbara Grabon, in the office of Mr.
Les Janka of the White House, called and advised there will be a meeting
of the Legislative Interdepartmental Group tomorrow at 4:00 in the Situation
Room.
2. (Unclassified - G:LC) Charles Snodgrass, House Appropriations
Committee staff, called to say it had become necessary for the Subcommittee
to back up its hearing schedule and they would have to cancel the Director's
briefing on the CIA budget, previously scheduled for 5 June. He said he would
have to call and reschedule the briefing and it was even possible that with
the press of time they would have to skip this one.
3. (Unclassified - GLC) Following up on the call I received from
Russ Rourke, White House staff, yesterday, (CI Staff) provided
me with information on David Karr. This information was bas.ed on. an article
on Karr entitled "David Karr's Soviet Connection" which appeared in. the
19 May 1975 issue of Business Week. I suggested to Rourke that if he wanted
to check further on Karr he should call the FBI.
4. (Unclassified - GLC) Called Ben Marshall, Senate Select COmm.itl-e.-e-
staff, about the Agency copy of the transcript of the Director's testimony
before the Committee on 15 :May 1975. Marshall called me back to say normally
they do not provide witnesses with copies of their testimony but they would make
an exception in Mr. Colby's case and a copy could be picked. up at 5:30 this
evening.
would bring a copy by his office when it was completed.

CENTRAL INTELLIGENCE AGENCY
WASHINGTON, D.C. 20505
Honorable John O. Pastore, Chairman
Joint Committee on Atomic Energy
United States Congress
Washington, D. C. 20510
In my letter to you on 20 May 1975 I requested your
assistance in making the Joint Committee's secure storage
facilities available for the retention of certain sensitive
material to which access is needed by the Senate Select
Committee to Study Governmental Operations with Respect
to Intelligence Activities. Those arrangements have been
made with Mr. George Murphy-and with the Select Committee.
I want to thank you for making the facilities available and for
permitting Mr. Murphy to be the custodian of the material.
A further need has now arisen for the same kind of
arrangement for the House Select Committee on Intelligence.
Again I would be very grateful to you and Mr. Murphy if a
similar arrangement could be made for the members of the
House Committee and members of the Committee staff
designated for access to such material by mutual agreement
of Chairman Nedzi and myself.
Since rely,
STATINTL
W. E. Colby
Director

1. (Unclassified - GLC) Called George Murphy, staff of the Joint
Committee on Atomic Energy, to discuss storing material for the ce
ct Committee to Study Governmental Operations With Respect to
Murphy agreed in principle with our storing material
there but said the arrangement would have to be cleared with several members
of the JCAE, most important of whom would be Senator Pastore. He also
said he would have to have something in writing as to who would have access
to the material. This was passed on to STATINTL
2. (Unclassified - GLC) Called Dick Kaufman, Joint Economic
Committee staff, and gave him the dates of the 17th through the 25th of June
for the Director's appearance before Senator Proxmire's Subcommittee on.
Economies and Priorities in Government. Kaufman will be. back in touch
to confirm a date. STATINTL
OSI, with further reference to the request GAO has made
to ERDA for a briefing on nuclear safeguards. There appears to be some
difference of opinion as to whether the Agency or ERDA should handle this
briefing. I talked with Marian Czarnecki, Staff Director, House International
Relations Committee, who acknowledged they had made such a request to ERDA,
was surprised that we might: be the Agency involved in providing the information
but said if we were he would agree with my proposal that we handle the matter
directly with the Committee. (He mentioned three different Subcommittees
are involved in this. ) He said he would not, however, extend this same
arrangement to ERDA. I passed this information back to Howard who said be
would discuss it further with STAT
