Miller, Staff Director, Select Committee to Study Governmental Operations With Respect to Intelligence Activities, 25 Feb 75 1. Called Miller to advise the current status of the Baker files. He had asked earlier that we determine how best to move those files over to the jurisdiction of the Senate Select Committee. 2. I advised that the files are still in the control of Mr. Murphy of the Joint Committee and that Mr. Cannon of the Rules Committee had asked that they be transferred to his jurisdiction. When that transfer is complete the Senate Select Committee can ask the Rules Committee for a ruling to transfer the files to the Senate Select Committee jurisdiction. Miller stated this was also his understanding and is responsive to his needs. He advised that the Committee, as of now, does not have the physical security facilities to accommodate these files, and that they had met on the security ground rules I had provided to him and wanted to comply. 3. I explained that should there be bureaucratic or jurisdic- tional problems relating to the Baker files, the originals, of course, were in the Central Intelligence Agency and that I stood ready to .provide a separate copy to the Senate Select Committee if he so desired. He seemed to appreciate this gesture but at the moment felt it was not necessary to duplicate them. I then expressed the thought that some arrangement could be worked out so that both Senate and House investigators could jointly screen information. This would reduce the redundancy and actual duplication of file material. He stated he was prepared to work along these lines when Mr. Nedzi's staff director was appointed and agreed in principle that we should do all possible to keep the,two Committees' procedural arrangements in sync.
