C. 20510 I have your letter of 11 February 1975 asking that the material provided by this Agency to Senator Howard Baker and which is now being stored in the Joint Committee on Atomic Energy be transferred to your Select Committee to Study Governmental Operations with Respect to Intelligence Activities. I have no objection to the transfer of the material under appropriate security safeguards. I should point out, however, that several days ago I also received a letter from Mr. David Belin, Executive Director, President's Commission on CIA Activities Within the United States, concerning access to this material. It was my understanding that Senator Baker felt he could not release the material to the Commission without authorization from me. Accordingly, I advised Senator Baker that I had no objection to the release of that material to the Commission. Copies of this exchange of correspondence are enclosed. Please be assured of my interest in cooperating with the Select Committee. I would suggest, however, that the desires of both the Commission and your Select Committee with regard to this material be the subject of discussion and agreement between your Committee and the Commission. C. 20505 At our first organizational meeting last week the Select Committee, by unanimous vote, agreed to a proposal put forward by Senator Howard Baker of Tennessee that the so-called CIA files from the Select Committee on Presidential Campaign Activities now under the custody of Senator Baker by agreement with the Central Intelligence Agency be transferred to the custody of the Select Committee To Study Governmental Operations With Respect to Intelligence Activities. These files are now stored in the Joint Committee on Atomic Energy. I would be most grateful to you if you would formally acknowledge the transfer of these files to the Select Committee. For the time being, the Select Committee would leave the files in the secure area of the Joint Committee on Atomic Energy. I have conferred with Senator Pastore on this matter and he has agreed to keep the files in the secure area in the Joint Committee on Atomic Energy until such time as the Select Committee has proper storage facilities.
