Jim Bush, in. the office of Senator Philip
Hart (D., Mich. ), called and said that the Senator may want to use some
of his personal staff to assist him in the proceedings of the Select Committee.
He wanted to know about clearances. He said he has a Top Secret DOD
clearance. I advised him that all we had to go on was the floor discussion,
that it would be up to the Committee to decide. I suggested that he plug
in through Committee channels.
8. I I Called Marian Czarnecki, Chief of
Staff, House Foreign Allairs Committee, and advised we had a reply to
Chairman Thomas Morgan's (R., Pa.) 9 January letter regarding the
Foreign Assistance Act amendment requirements and wondered if this
has been overtaken by events. Czarnecki said he thought it was a good
idea to go ahead and send it. He added that he just did not have time
to meet with I , OCI, concerning the receipt of the NID
and we agreed we would wait until we hear from Czarnecki.

Called George Murphy, Deputy Director,
Joint Committee on Atomic Energy, and discussed with him the security
procedures in the Joint Committee as they might relate to tate
Select Committee on intelligence activities.

6.1 1 Senator Roman Hruska (R., Neb.) called
and aske that we assemble some material for him on the legislative
history of CIA. He is interested in the original bill, the reports of the House
and Senate and any references in the Congressional Record or copies of the
debates and the discussions. He said he feels the need to review all this
material because "if we go along in these things some of the fundamental
reasons for forming this organization may be imperiled or unjustly attacked. "
I told the Senator we were pulling together material like this in connection
with the .SFI cf r ^m- n?! ^a and I would be glad to provide him with the items
he requested. He said he would like something by Friday, noon. We chatted
briefly about the Committee and he said he voted for it mainly because he didn't
want people to point to his vote and say "aha, he knows there is something
wrong and that is why he opposed it. " I said the thing we are concerned
about is the handling of sensitive information. I also mentioned the matter
of personal staff members having access to this information. He agreed
that would be a disaster.
