LM) Called Bill Mogan, of the House Committee on rmc ervices staff, regarding our understanding that Jack Boos, of the House Select Committee staff, has requested a session with GAO which we believe may cover the recent GAO audit of Hogan agreed with our observa- tion that the House Select Committee is not in a position to receive such information at this time and that the GAO representative-, if the matter comes up, should defer to the security agreement restraint with both the Agency and the Intelligence Subcommittee on this matter. 7 DDI was advised. I told him it was much as he might expect but that in addition to all of the investigations, the Freedom of Information Act requirements were imposing intolerable burdens affecting not only morale, but our ability to deal with other responsibilities. He requested that we provide him whatever material is needed to support an amendment which would provide relief from some of the more difficult administrative burdens imposed by the Act. We also briefly discussed the upcoming hearings before House Subcommittee on Government Information and Individual Rights on the 1954 non-prosecution agreement with the Department of Justice and he feels such matters were outside of the jurisdiction of the Subcommittee and intends to fight the hearings on that basis. I told him that we had some more material for hire in response to his declassification requests and he wondered about the delay in connection with the 1967 SNIE. I told him I would chock. DFM) Called Mr. Kojalis, in the office of Representative Alphonzo Bell (R. , Calif.) regarding his inquiry of last week about the reported KGB list of wanted American citizens. He had re cluxested a copy of the list on behalf of the Congressman. I told Mr. Kojali s ghat we knew of no KGB list of American citizens, but that we did have a KGB list of over 1100 wanted Soviet citizens. He did not express an interest in a copy of this list. 11. IDFM) I called Russell Chapin, in. the l c:l.mart;m of Ju.stice, regarding proposed new legislation to clarify the existing law c>n the garnishment of Federal employees'wages. Mr. Chapin said that. Justice had prepared draft legislation which OMB had not approved and that Justice would be submitting a new proposal to OMB within the next few days... He said all agencies were to be given the opportunity by OMB to comment on the, new legislation. He also said he had spoken to William Galvin, Senator Russell B. Long's (D. , La.) man on the Senate Committee on Finance, regarding the interests of the National Security Agency, but that Mr. Galvin rejected the notion of any special treatment. 12. DFM) Called Chris Aughney, OMB, regarding the proposed Executive Order and Regulations on garnishment of I'ederal employees' wages. Ms. Aughney stated that much work needed to he done on both the Executive Order and Regulations and she assured me that the Agency would be consulted before anything was finalized. Apparently, the proposed Executive Order, which we have previously approved, may be subject: to some major modifications to make it more specific. She offered to keep me informed by telephone of any developments in this area and I accepted.. 13. DFM) Talked to a case worker in the office of Representative J. Herbert Burke (R. , Fla.) regarding an inquiry from a constituent who was incensed over the news leak on the Glonar Explorer.. Mahon (D., Tex.) House Appropriations Committee, on the intelligence community budget. I left with Giaimo a blind copy of this letter. I also discussed with Mr. Giaimo the same points which I had covered in greater detail with Ralph Preston and Chuck Snodgrass, House Subcommittee on Defense, Committee on Appropriations staff, at lunch earlier in the day. I mentioned to Mr. Giaimo that I had received from the Office of Training, some of the comments which had been made by the members of the Advanced Intelligence Seminar which he spoke to some time ago in their critique of the speakers who addressed them. I told him the comments I was giving him a copy of (without attribution to individuals, of course) was not all inclusive but was representative of the critiques given of his talk. In general, the comments were that Mr. Giaimo was fair and candid, although he admittedly did not know an awful lot about the intelligence community or its processes. He appeared genuinely interested in these comments and in response to my suggestion that he speak to one of these groups again after we- had given him a break, he said he would be happy to do so. 24. GLC) Since I was on the hill, I dropped by to see Pat Holt, on the Senate Foreign Relations Committee staff, in response to his telephone call to the office. Holt very politely needled me about the transcript of the Dulles testimony on incident which he had sent to us for security review some time ago. I told him we had been quite prepared to send this back to the Committee some time ago, but when we found that the Committee had. made queries to the Department of Tlcefo6n66and the State Department on the testimony of other witnesses on this subject and that there were inter--related interests between State, Defense and ourselves of the testimony of each other, that this had slowed down the security review process considerably. I told him that it was high time this had been completed, however, and that I would make every effort to get the transcript back to him within the next few days. I took this opportunity to mention to Bolt that had planned 25X1 to be back in touch with him concerning his inquiry about Mobutu during my absence several weeks ago, but that other priorities had pushed this to the back burner temporarily. I told Kelley that somehow the letter had been misdirected to the Agency and to my office where it was- inadvertently opened along with other mail. I told him that I had not looked at the letter but resealed the envelope which I gave to him. Kelley opened the envelope but did not disclose the nature of its contents. Derwinski (R., Ill.) and picked up from him a. le-Ater and attachment from a friend in Belize which he felt would be of inter. est to u.s. I am forwarding this to LA Division for their information and comment. Dan Daniel (D., Va.) who showed me a nasty personal note he had received from. an American citizen in England. The thrust of the note criticizes Daniel. for defending CIA and concludes that he must be stealing money, accepting bribes, or engaging in serious nefarious acts. Mr. Daniel gave me a copy of the item and I am checking into it. District Court for the District of Columbia had dismissed Representative Michael Harrington's (D., Mass.) suit against the Agency. I told him I wanted to pass this on to him in view of his past interest in this suit. the Justice Department. I had called him at Justice to discuss S. 495 and had been told that he now worked on the Hill, and was given a number to call. JMD) Paul Bruhn, Administrative Assistant to Senator Patrick Leahy, (D., Vt.) called and said he and the Senator had a chat with John Maury, Assistant Secretary o c (Legislative Affairs), this morning about the U-2 incident. Bruhn sax one of the interesting things that came up was the whole procurement process for the U-2. He said Maury told them that when. the NSC was talking about the U-2 and knew that it was feasible, they went to the Air Force and asked them to build it. The Air Force said it would take six years and the contract, was then given to the CIA. It was flying within a year and at 30% of the estimated Air Force cost. Bruhn said they are taking a. look at the whole procurement process and were very interested in this. He said they would like as much background on that incident and the whole procurement procedure as they could get. He said Maury told them some of this may still be classified. I told him I would have someone check into this and be back in touch. He said if some of the material is still classified, we could advise them and they would treat it accordingly. I told him since this goes back some years, it may be a while before we could get him an answer but we would get back to him as soon as possible.
