Government are based upon Executive Order 10450 and that compartmented clearances would rest upon this. basic authority. However, in effect they. are a prescribed limitation of "need-to-know" and provide for the control. of the dissemination and access to sensitive informatiua. I gave him a reference to the Order and the Internal Security Act of 1950 upon which the. Order is based. This was true of both the Director's testimony and his statement. A copy of the statement was LDX'd to Mr. Collins around 1300 hours today. Director to the office of Senator Stuart Symington (D. , Mo. ). Grimmett, Congressional Research Service who requested a copy of the so-called "Report." I told him we would put one in the mail to him tomorrow morning. M1 4. In response to an inquiry from in Mr. Thuermer s office, called the office of Senator Stuart Symington (D. , Mo..).. One of his aides read to me the statement made by the Senator regarding his May 1973 meeting with Mr. Colby on questionable activities. 5? I I Took a call from James Guirard, Administrative Assistant to Senator Russell B. Long (D., La.). Mr. Guirard was told of a Newsweek magazine mention of a CIA report dealing with an attempt by the OPEC nations to develop their own fleet of oil tankers.. Senator Long last year sponsored a bill to require 20'percent of all oil imports to be carried on U. S. flag ships, and this Newsweek article has revived the Senator's interest in such a bill. Guirard asked that the Senator be sent a copy of the report, and I agreed to look into the matter. Iwas 25X1 6. Metcalfe (D. , Ill.), Chairman of the Subcommittee on Panama Canal, for a general background briefing on Panama. I said there would be no problem presenting such a briefing and, explained the general ground rules, all of which were agreeable.. We tenta- tively agreed on July 21st for the briefing and Modglin will call me this week with the exact date, time, and place. I was advised. STAT 2. (Unclassified - CG) Received a call from David Nierenberg, on the staff of Representative Andrew Maguire (D. , N.J.), who requested a copy of the Director's report to the President of 24 December 1974, which was released yesterday. A copy was forwarded to him. 3. (Internal Use Only - RJK) Spoke with William Hastings, on the staff of Representative William S. Cohen (R. , Maine), who requested 1,131S Daily Reports for SubSahara. Africa and MidEast/North. Africa. I called FBIS Liaison and made the necessary arrangements. 4. (Unclassified - RJK) Rod Smith, on the staff of Representative Michael Harrington (D., Mass.), called to request a copy of the so-called '~ Report". -With Mr. Cary's approval, I advised Smith that we would mail him a copy. 5. (Unclassified - RJK) Winston Woodland, Congressional Research Service, Library of C n resi~alled to request a copy of the so--called it and was told a copy would be mailed to him. 6.
