C. saeoutive Uq Dear Bill Colby: LEAA in the Department of Justice has asked me to write a paler for them, under a planning grant, the purpose of which is to set forth the ob ectivesfor research and other information- gatheringandthe priorities forwork in -the transnational crime arena. My mandate excludes drug traffic and terrorism, for these areas which are much advanced as far as the level of effort is concerned. (As a negative corollary, drugs and terrorism are also areas in which intervention is most difficult, for factors other than business incentives loom large in such behavior.) As part of my work, I have been and shall be,,,meetincl with key figures in those U.S. gvernment_,,,agencies .which either, have current obligations to gather data about or respond to trans- national economic crime, or which by virtue of their other ac- tivities will be knowledgeableTtabout one or another area of trans- national economic crimjnaol, activ'ity.It is natural then that I should seek to enjoy your own wisdom and the collective experience of your staff in designating what future governmental and collab- orative international activities are most in order.
