OGC, gave me Mr. Seibert's name an encourage me o ca hill-A. I
explained to Seibert that we had received a congressional inquiry on behalf of
a constituent for the names of all plaintiffs suing the Agency over our
domestic activities. I asked Seibert if there would be any Justice Department:
position or objection to us providing the nam es. After checking with some
colleagues, Seibert phoned back and encouraged us to release the names, STAT
explaining that they were a matter of public record.

19. LIAISON Guy McConnell, Senate
Appropriations Committee staff, advised me that their Committee had
received a letter from the Depa requesting copies of
transcripts of testimony by Mr. Helms before the Committee on the subject
of the presidential election in Chile in 1970. McConnell said he will propose
to Chairman McClellan a reply indicating that Helms never appeared before
McClellan on that category. I told McConnell. we would also check our
records on this.
