21. I Called Colgate Prentice, State Department,.
and told him Mr. Colby would be happy to speak to his group on 15 July at
6:00 p.m. Mr. Prentice said he would confirm this with, the group and get:
back in touch with me. Later he called and confirmed the date and time,.
He said this is a group of people who either work for Republican members
now or formerly worked for Republicans. He said there are about 25 people
in the group now. Prentice said they would like the Director to come to
room 2202 Rayburn House Office Building (Representative Joseph McDade's
office) on 15 July. He said either Hyde Murry, of the House Agriculture
Committee staff, or Frank O'Gorman, of McDade's office, would be in
touch further since Prentice Will be out of town for several weeks.
22, Roland McElroy, in the office of Senator
Sam Nunn, called and said the Senator wanted to talk to someone- about
the seizure of the U. S. Merchant ship by the Cambodians. He said the Senator
wanted more information than what was being given out by the press. I told
him as far as we could determine that was all the information available at
the present time but I would have I call the Senator directly 25X1
and discuss it with him. (Messrs. Cary and I ""

14. (Unclassified - GLC) Called David Aaron, in-the office of
Senator Walter F. Mondale, and gave him a rundown on CIA information
on the Senator. I told him we had a letter coming to the Senator which would
include what items we had. I said the letter and enclosures would be delivered
to him on Monday. He said this was fine and he appreciated my informing him.
15. (Unclassified - GLC) Called Allen Rexinger, Legislative Assistant:
to Representative Robert McC.lory, and gave him the details on the
status of the complaints by Representative Michael. Harrington which he
had requested. He appreciated my call.
17. (Unclassified -- WPB) Received a call from David Bushong,
Dje a rtment. of J s ice. who said he understood I had talked to Mack Redwine
about S. 495, the Watergate Reorganization Act of 1975. I told him that I
was preparing comments on the bill and that while it did not directly affect
the Agency, I thought that its indirect consequences would be nearly
castastrophic. I explained that I had requested a draft of their comments so
that I could reiterate Justice's position, which I assume would be in strong
opposition to the bill. He said Justice would be glad to have an ally and
that he would send me today a draft of the comments he has prepared.
18. (Unclassified - WPB) Called Ron Tammen, on the staff of
Senator William Proxmire (D., Wis.) to tell him that we simply had no
information on North Vietnamese taxation after 1965. He had asked for
this information on behalf of two academicians who are friends of the
Senator. He said that was fine and thanked us again for the information we
had previously provided.

Legislative Affairs, Department of ju".x who had drafted the
Administration's bill on control of criminal justice information, I-I. R. 61.
I raised several questions about the bill, saying that I thought we might be
covered by the definition of criminal justice agency, and that the consequences
would be very hard for us to live with. He said that he didn't: intend to cover
the Agency and that he didn't think we would have any problem , I pointed out
several sections to him and he said he would look thern over and get back to
me. In a short time he phoned me back and said that: while he thought he had
made clear what systems the bill was supposed. to cover, he would encourage
us to approach the House Judiciary Subcommittee on Civil Rights and Con-
stitutional Rights if we believe more clarity was necessary-
19. and I met with Ed Braswell,
Chief Counsel, Senate Armed Services Committee, Clark McFadden, General
Counsel, Senate Armed Services Committee, and Frank Slatinshek, Chief
Counsel, House Armed Services Committee, to inform them we have acquired 25X1
certain Soviet military budget figures which may require a reassessment of
our own projects. While with Slatinshek. we. alq,, 11 ccussed briefly

called regarding Dr. Proctor's meeting with the Senator on Monday. 11e, said
he told the Senator that Proctor would prefer to talk to him personally but the,
Senator does want either Ta:m.men or Kauffman or both there. Tammen said
the meeting could be set up anytime after 3:30. He said the hearings before
the Appropriations Subcommittee could be set for 4 or 5 June. After checking
with Dr. Proctor, I confirmed 3:30 on Monday, l2 May. I also informed Proctor
that either Tammen or Kauffman would be sitting in on the meeting.
21. IG Staff, called to
say he had a message that Senat or Henry Bellmon had called him. He wanted
to know if we had any idea what the Senator wanted with ham. I checked and told
him we knew nothing about it. He said he would let us know what this is all about.
22. Mr. Duckett's secretary called to say Senator
Stuart Symington had called Duckett directly, but Duckett: would not be back until.
very late in the day. Mr. Cary called the Senator's o.f:fice to. pass this message
and asked if there was anything he could do. Amelia Graves, Secretary to
Senator Symington, said she did not know what the Senator wanted but he was out:
for the rest of the clay anyway and Mr. Cary told her Duckett would call the
Senator back t rning.

of 5 May 1975 to Representative Paul McCloskey (R. , Calif. ), called
Julie 1-7ineau, Secretary, and we tentatively agreed to 11:00 a. m, ,
Wednesday, 14 May for a briefing of the Congressman on `.Thailand,
Taiwan and Korea. OCI, has been advised.

written comments are being forwarded to us.

16. I Called Bill Hogan, Howse Armed
Services Committee staff, in response to his earlier request t.o
and gave him a rundown on the contents of II. R. 6227 (right
of counsel to Federal employees), our position and what we have clone
to date. Hogan agreed that it would be a serious dilution of the Director's
statutory authority and that if the bill is not reported out with a full
exemption by the House Post Office and Civil Service Committee, he was
going to recommend that the Armed Services Committee go to the
Parliamentarian to get them to refer the bill to the: J lous e Armed Services
Committee.

12. ( Called Ed Braswell, Chief Counsel, Senate
Armed Services Committee, and advised him we had sent him a copy of
the Director's reply to Senator Edward Kennedy's 24 April. letter on
electronic surveillance. Braswell said it was on his desk but he had not
had a chance to read it yet.
13. Called Ron Tan-imen, in the office-of
Senator William Proxmire, and told him I had a letter to the Senator fron-i
Dr. Edward Proctor which I would deliver to him tomorrow.
14. Pat Holt, Senate Foreign. Relations Committee
staff, called and inquired about the transcript of the Director's testimony of
12 March 1974 before the Multinational Corporations Subcommittee, I told
Holt of the problems we are having in trying to correct the transcript and he
agreed it would be best from the Committee standpoint to deliver it uncorrected
and ; 1' wants to develop it they can come back to us. I promised Holt
the transcript would be delivered tomorrow morning.
