Dak. ) and his Administrative As sistant, Bill Wright, and provided them with a draft reply to the letter from IIal Simons, of TIIE FORUM. Wright had also prepared a draft reply which paralleled our paper to an amazing degree---i.n fact it was much snore critical of. Simons than our letter. It did contain some inaccuracies however, which I called to their attention. I left with the impression that Wright will combine some of the points of our letter with his draft in the final version that goes to Simons. 11. (Secret - GLC) LIAISON In response to his request, net with Jim Gehrig, Professional Staff Member, Senate Committee on Aeronautical and Space Sciences, who explained in further detail the briefing they would like for the new Staff Director, Gilbert Keyes, at Headquarters sometime next week. Ile introduced nee to Keyes and then mentioned they were considering writing a letter to N- asking for information on Soviet space failures, but wanted to talk with us about: it in advance. He said he assuzned.LLA would come to us for the information. I told him I would talk with Carl Duckett, DDS&T, about this but I expected if anything was to be released it should be by the Agency directly and not through N I added I was not too optimistic that much could be done about this. I said I would be back in touch with him on a date for the briefing session. 12. (Secret - GLC) LIAISON Met with Guy McConnell, Senate Appropriations Committee staff, and covered a number of items with him including: our suggested reply for Senator Milton Young (R. , N. Dak. ); a copy of our letter to Chairman George Mahon, House Appropriations Committee, on the budget and the Director's Reserve Release letter of 26 September; and mentioned the request we had received from the Senate Select Committee for specific information including the amounts of funding of covert action programs. 13. (Confidential - GLC) LIAISON Met briefly with Clark McFadden, General Counsel, Senate Armed Services Com.mi.ttee, and revised the information previously f.iven to him co.zcerning our review of the Directorrs SALT testimony before the Arms Control Subcommittee of 11 February 1975, I told him that we had de::iclecl to provide our deletions to Chairma Henry Jackson and let: him reach his own cone usions on the basis of those deletions. (Confidential -- GLC) THIRD AGENCY DDO, 25X1 called to discuss a matter which has been the topic of discussion between State Department and Agency representatives concerning anticipated contact by State with Senators Hubert Humphrey (D. , Minn.) and Daniel K. Inouye (D. , Hawaii) and Representative Otto Pa. ssn-ia.n (D, , La. ) State is co:ncerned a contacts with these members may raise questions regarding recent findings made by the President under the Foreign Assistance Act and wondered how this could best be handled. The suggestion had been made that if these members raise a question in this subject area. they be referred to the Agency. I suggested as an alternative that State Department contact the Chairmen of the committees involved (House and Senate Appropriations and House International Relations and Senate Foreign. Relations) in advance and obtain their approval of State's merely referring these members to those Committee Chairmen if the question arises. I subsequently cleared this approach with the Director and so notified 25X1 7., (Secret - GLC) LIAISON Contacted Russ Rourke, in the office of John O. Marsh, Counsellor to the President, to alert him t:o the status of our dealings with the NSC staff on the Director's testimony on SALT for Senator Henry Jackson' s (D. , Wash.) Arms Control Subcommittee of Senate Armed Services. Rourke asked that we let hiism: know when the transcript goes to Armed Services. Later in the day, I told him that the transcripts had gone and we had gotten some feedback from Richard Perle, of Senator Jackson's office, and we would be dealing with him regarding the deletions. I also mentioned that we were in close touch with Les Janka, of the NSC staff, on this. 8.. (Confidential - GLC) LIAISON Jim Geh.rig, on the staff of the Senate Aeronautical and Space Sciences Committee, called to say that a now Staff Director, Gilbert Keyes, has recently been appointed and Gehrig would like to arrange a "thorough briefing" for him. He said he hated to tic up Carl Duckett and whoever we thought were competent persons to brief him were perfectly acceptable to them. He also indicated that he would like to talk with me in the next day or two regarding some thoughts they had about sending a letter to NASA which has some repercussions as far as the Agency is concerned. Gehrig wanted to talk to is before sending such a letter. I told him I would drop by to see him probably on. Monday, meanwhile we will get in touch with Mr. Duckett's people to set up a b:rrieiing on Soviet space missiles and related programs for Keyes. (Confidential - GLC) LIAISON Charles Lombard, Assistant to Senator Barry Goldwater (R. , Ariz. ) on the Senate Select Committee, called to say that last Friday, General Lew Allen, testified in executive session before the Senate Select Committee and said he could not testify in open session. Lombard said Chairman Frank Church has since made representations that Secretary of Defense Schlesinger might be willing to have some of NS material released, specifically the Watch List. He said from their vantage point it looks like the Administration is in disarray. Lombard said the other day, when he lunched with Mr. Colby, the Director suggested perhaps he and Schlesinger could write a letter to Church. He said Senator Goldwater has opposed open hearings but he would. like' to know just what the Administration's position is regarding NSA. John Stennis and advised him that the Director would be calling Senator Henry M. Jackson, to recommend against publication of any of the DCI's testimony on SALT on 11 February 1975 on grounds that it would violate US/USSR negotiation.; agreements. (Confidential - LLM) LIAISON In the company of 25X1 met with Representative Dante Fascell (D. , Fla. ) concerning the Comptroller General's letter to the Director of 9 September 1975 requesting "any and all information possessed by the Agency on the May_a.guc_ r incident and other documents. " It was explained that in the interest of limiting the unnecessary proliferation of sensitive Agency information, we have for more than a quarter of a century preferred to deal directly with the committees rather than with them through the GAO and that we thought that any change in the method of operation should await the findings of the, Select Committees who obviously will be faced with. the problem of which institutions or committees of Congress should be provided access to the, various types of information possessed by the Agency. Mr. Fascell was understanding of our position, was of a disposition to call off the GAO in this instance, at least until the issue is resolved, and in general said he was supportive of GAO assuming a greater role in support: of the Congress. Mr. Fascell will talk to GAO and will then advise us of his decision. 5. (Unclassified ?- D.FM) LIAISON In response to his call to OGC, I called in the General Counsel's office at: NSA, and gave him Core sstona ecord cites to the June 1974 debate on the Proxmire open budget proposal. 6. (Unclassified - RC) BRIEFING Accom??anied 25X1 EA/VNO, to meet with Robert Schick, of Senator Hugh Scott's (R. , Pa. ) office, to discuss Indochinese refugees. Mr. Schick s main concern was what would happen to Vietnam. and Cambodian refugees who returned to their home countries; would they be subjected to reprisals or death. He was also interested in what needed to be done about the Laotian refugees on Thailand who might wish to come to the United States. 7. (Unclassified - RC) THIRD AGENCY Called J. J. Hitchcock, Department of State, on the declassification of an. agreement between .RLG and the USG on integration of Moo forces into FAR. I said the declassi.fica.tioa would probably create fot eign relation problems for the USG but the Agency cannot by itself object to . t:s declassi.fication. (Unclassified --, PLC) FOIA Received a call from Elizabeth Stevenson, in the Palo Alto, Ca. office of Representative Paul N. McCloskey (R.. , Calif. ), inquiring as to the status of the Freedom of Information request of Joe Siler. After checking with IRS, I called her back and told her that a final reply would be sent within a few days. 15. (Confidential - PLC) THIRD AGENCY Called Mr. Eireich, Associate Director for Communications and Data Information, GAO, in response to his earlier call (see 19 Sept. journal, item It 5) and informed him that we have no knowledge of any attempt to technically compromise computer. systems. I made it clear, however, that this should not give him any assurances that the threat does .not exist since our systems are protected by encryption and other means. He said he understood and will confine his study to agencies such as Commerce whose systems are comparable to the proposed systemfor the Internal Revenue Service and are not encrypted. 25X1 He assured me that our response and those of the FBI, NSA, which were also negative were informal and are not to be included in any GAO report that he prepared. PLC) LIAISON Called Jim Davidson, Counsel, Senate Government Operations Subcommittee on Intergovernmental Relations, and informed him that a decision had not, yet i.een made as to whether the Director would accept the invitation of the Subcommittee to testify on 3 October on the subject of congressional access to executive information. I told him a decision should be made by early next week. Ile stated that Senator Frank Church (D. , Idaho), Chairman, Senate Select Committee,. will testify but it is not clear at this time whether Representative Otis G. Pike (D. , N. Y.) Chairman, House Select Committee, will also appear.. 5. LC) THIRD AGENCY Mr. Eireich, Associate Director for Communications and Data Information, GAO, called. GAO is reviewing the security of a new ADP computer system for the .Internal Revenue Service. The' system is vulnerable to compromise 'and GAO must: deter mine whether it should be en-crypted. He had checked with NSA- and FBI as t(o'whet:her they were. aware of any cases whereby a system has been compromised through the intecept of magnetic radiation or on-line: tapping. .
