Cary Legislative Counsel Central Intelligence Agency, Washington, D.C. 20505 K~2~.;~_,~ Dear Mr. Cary: The Council of State Governments and affiliated organizations have requested assistance in developing legislative proposals for consideration by the State legislatures in their 1977 sessions. For over thirty years this service has been re- quested of Federal agencies by the States. Coordination of this program is carried on by the Intergovern- mental Relations and Regional Operations Division in the Office of Management and Budget. Any proposals for State legislation which your agency may wish to have circulated among the State legislatures by this procedure should be forwarded to the Office of Management and Budget. This office will request the comments of other interested Federal agencies, review the relationship of your proposal to the program of the President, and when appropriate, forward the idea to the Committee on Suggested State Legislation, Council of State Governments. It will not be necessary to resubmit items previously given cir- culation unless there is a significant change in the situation. In some instances, legislative proposals emanating from State governments and be Federal for appropriate Budget. Following Committee review, approved legislative proposals are published and circulated to appropriate State officials in the annual volume of 5u ested State Legislation. A copy of the 1976 SSL Volume is-enclosed or your review. In order to facilitate Committee consideration of the proposals each proposal should be submitted in the form of a legislative draft consistent wit t e format ou in in t e enclosed st e manual. Proposals not susceptible to treatment as a legislative draft should be submitted as a draft statement which sets forth the problem and outlines approaches to its solution. Your attention is directed to the Committee's standards for publi- cation of statements in lieu of draft acts at pages xi-xii, 1976 Suggested State Legislation. Proposals should be submitted to Mr. Vincent Puritano, Deputy Associate Director for Intergovernmental Relations and Regional Operations, Office of Management and Budget, by February 1, 1976 to permit time for coordination-with other Federal agencies and consideration by the Committee prior to its 1976 meetings. In order to assure full attention to your suggestions it is essential that the February 1, 1976 submittal date be observed. We are advised that special arrangements will be made to facili- tate consideration of proposals contingent upon congressional action which may be taken after February 1. These should be prepared by you and sent along as soon as possible. It would be helpful if you anticipate making such later proposals to inform us and give as much indication as possible of their substance.
